Zone 7 Water Agency (hereafter referred to as "Agency") desires to hire a qualified and reliable contractor to perform minor and annual preventive maintenance on multiple generators and provide as-needed parts and repair services. The Agency will award to the lowest, responsive, and responsible bidder a 3 (three) year contract, with an option to extend for an additional 2 (two) successive 12-month periods. Description of the Agency 2.1. Organization, Purpose and Powers The Agency is a dependent special district established under the Alameda County Flood Control and Water Conservation District Act (the "District Act"). The District Act (Act 20 of the Uncodified Acts of the California Water Code) was passed by the state Legislature in 1949. The Agency was established by a vote of the residents of the Livermore-Amador Valley (the "Livermore Valley") area in 1957, with its own independently elected board to provide local control of integrated water resources. The Agency is responsible for providing wholesale treated (drinking) and untreated (agricultural irrigation) water, flood control and groundwater management throughout eastern Alameda County. The Agency is further authorized by the District Act to prevent interference with or diminution of, or to declare rights in the natural flow of any stream or surface or subterranean supply of waters used or useful for any purpose of the Agency and to prevent contamination, pollution or otherwise rendering unfit for beneficial use the surface or subsurface water used or useful in the Agency. The Agency has broad powers to finance, construct and operate a system for the transportation, storage, treatment, and distribution of water. The Agency is also authorized to levy replenishment assessments upon the production of groundwater from all water-producing facilities, whether public or private, within the Agency's service area. In 2003, the legislature passed Assembly Bill 1125 and gave the Agency Board full authority and autonomy to govern matters solely affecting the Agency independently of the Alameda County Board of Supervisors. The Alameda County Board of Supervisors, acting as the Board of Supervisors of the Alameda County Flood Control and Water Conservation District (the "District"), governs the other nine zones of the District. The other zones are operationally and financially independent from the Agency. 2.2. Service Area The Agency's service area covers 425 square miles of eastern Alameda County and has an estimated population of 266,000 people. The Agency supplies treated drinking water to retailers serving residents and businesses in Pleasanton, Livermore, Dublin, and through a special agreement with the Dublin San Ramon Services District, the Dougherty Valley area in San Ramon. The Agency also supplies untreated irrigation water to local vineyards, farms, and golf courses, and provides both flood protection and groundwater management to all of eastern Alameda County. Scope of Service 1. Provide Preventive Maintenance Services at the locations listed on Appendix A or as directed by Zone 7 Maintenance Personnel. Below is the list of detailed tasks required for each type of service. 2. Provide emergency response as required, usually within a 2-hr. period. This is to be quoted as additional work (not included in PM agreement). 3. Provide additional Generator services as requested by Zone 7 Maintenance Personnel such as equipment replacement, trouble shooting and parts. This should be quoted as additional parts and work (not to be included in PM agreement). 3.2. Detailed Tasks per Service SERVICE A - MINOR INSPECTION AND PREVENTIVE MAINTENANCE SERVICE 1. Before Starting Engine Check engine oil level and coolant level. Check if block heater will maintain coolant temp (above 90 deg F in block). Check fuel level in storage tank. Check battery water level in each cell. Check battery terminals for corrosion and connections for tightness (lead acid) Perform a visual inspection of entire generator and associated systems including, but not limited to belts, hoses, trailers, sound enclosures, exhausts, fuel tanks, and piping. Note any defects on the report. Notify Maintenance Supervisor of potential problems. 2. With Engine Running Check oil pressure (above 40 psi). Check fuel pressure (above 35 psi). Check oil level and oil as required. Check water temperature (180-205 degrees). Check generated voltage and frequency (480 VAC @ 60hz). Check leaks or unusual noises 3. Stopping engine After Cool Down Check/verify all switches are in proper positions for automatic start. Check fuel level in tank. Record battery charger volts, check for proper operation. Inspect generator for cleanliness. Remove, clean, and reinstall all battery connections. 4. Replace belts and hoses, engine oil, oil filters, fuel filters, air filters, and other consumables as needed or as recommended by the manufacturer of the generator. 5. Provide a written service report after each visit. SERVICE B - ANNUAL INSPECTION AND PREVENTIVE MAINTENANCE SERVICE 1. The annual inspection and preventive maintenance service should include all minor services listed on SERVICE A above. Additional tasks below: Drain crankcase oil and replace with new oil. Remove and replace oil and fuel filters. Inspect air filters and replace as required. Check generator output. Take fluid samples for analysis (Level II-Fel Coolant and Oil). Provide copy of analysis once complete. Check all generator connections. 2. Replace belts and hoses, engine oil, oil filters, fuel filters, air filters, and other consumables as needed or as recommended by the manufacturer of the generator. 3. Provide a written service report after each visit SERVICE C - AS-NEEDED. NOTIFY the District Maintenance Supervisor if battery needs to be replaced. SERVICE D - PERFORM 2-HOUR LEAD BANK TESTS ON ALL UNITS during year two (2) as directed by the District Maintenance Supervisor. Run load test at 25%, 50%, 75%, and 100% load for half hour intervals. SERVICE E - TRANSPORT AND DISPOSE HAZARDOUS MATERIALS PROPERLY, SAFELY, AND EPA COMPLIANT. Question Submission Deadline: January 22, 2026, 2:00pm
