In general, Patten Street in Boyd, Wisconsin, will be reconstructed as part of a project that includes approximately 3,300 linear feet of urban asphalt roadway, along with water main, sanitary sewer, and storm sewer improvements. A single prime bid will be received for the work. The contract awarded under this advertisement is funded in part by the U.S. Department of Housing and Urban Development Community Development Block Grant Program (CDBG), the Wisconsin Safe Drinking Water Loan Program, and the Wisconsin Clean Water Fund Program. The project is subject to applicable federal and state regulations, including Wis. Adm. Code NR 162.08 and NR 166.11, Davis-Bacon wage rates, and requirements regarding conditions of employment, minimum wage, Section 3, Segregated Facilities, Section 109, and Executive Order 11246. Bidders must comply with civil rights, equal employment opportunity, and affirmative action provisions outlined in the Bidding Documents. This procurement also requires solicitation of disadvantaged business enterprises (DBEs) in accordance with NR 162.08(4) and NR 166.11(4); minority and women-owned businesses (MBEs and WBEs) are strongly encouraged to submit bids. Minimum salaries and fringes to be paid on the project shall be in accordance with the prevailing wage rate scales established by the Federal Department of Labor. Attention is called to the fact that not less than the minimum salaries and fringes set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, or other protected class. Federal Labor standards program laws, including, but not limited to the Davis Bacon Act, the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act apply to all work.
