The project involves evaluating the extension of public sanitary sewer into the Keuka Lake waterfront area for the Town of Urbana. The scope requires the development of an engineering report that considers storm and flood resiliency (including sea level rise, storm surge, potential flooding, and extreme weather events) and a comprehensive analysis of alternatives: no-action, decentralized systems (with individual parcel analysis), a new sewer collection system connected to an existing wastewater facility, and a new sewer collection system connected to a new wastewater facility. Alternatives deemed technically infeasible must be identified with rationale, and Smart Growth alternatives must be documented. The final engineering agreement must include the current NYS EFC terms and conditions. Instructions to bidders include submitting a Statement of Qualification (SOQ) with: description of experience with similar projects, organization and management approach, identification and resumes of the project manager and assigned individuals, detailed engineering services to be provided, confirmation of professional engineering licensure in New York, a proposed completion schedule, a rate schedule and fee proposal (submitted under separate cover), and a list of successfully completed NYS EFC EPG reports from the past four years with references. Proposals are evaluated based on knowledge and familiarity with local infrastructure, project management approach, availability and experience of staff, and experience with NYSEFC funded projects.
