The project is for water system improvements. All bidders must receive a bid package from the engineer to be considered certified, and bids from non-certified bidders will not be considered. Bidding documents may be downloaded from the Georgia Procurement Registry and Statewide Engineering Sharefile, and prospective bidders are urged to register with the engineer as a plan holder even if documents are obtained elsewhere. All official notifications, addenda, and other bidding documents will only be offered through the designated website. Partial sets of bidding documents will not be available from the issuing office, and neither the owner nor engineer will be responsible for documents obtained from other sources. Attendance at a mandatory pre-bid conference is required, and bids will not be accepted from bidders that do not attend. The project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA); all iron, steel, manufactured products, and construction materials used must be produced in the United States. The following waivers apply to this contract: BABAA De Minimis, Small Grants, and Minor Components.
