The Town of Manchester is soliciting bid proposals for Water Treatment Services for the locations and equipment listed in this bid. The utilization of current best practices and industry regulations that exceed these criteria is required. Question Submission Deadline: Fe 30, 2026, 4:00pm Project Details 5.1. SCOPE OF SERVICES Water Treatment Services shall be provided to Town equipment listed in this bid. Services shall include but are not limited to: Perform a thorough system analysis, accounting for the existing conditions of critical equipment and piping. Inspect, calibrate and maintain all recommended and existing chemical feed and monitoring equipment. Develop and document an appropriate treatment plan for each location and piece of equipment. Service visits will occur on no less than a monthly basis but may include additional visits as necessary. Create and/or update manuals as needed. Provide monthly and annual reports of water quality. Submit a semi-annual technical review. Service equipment and replace chemicals on a basis as determined by the treatment plan. Address any existing conditions in the water systems relative to the control of biological growth, deposit formation and corrosion. Install appropriate equipment to implement the recommended plan, and service, maintain and replace said equipment. A complete description of all recommended equipment must be included in the required submissions along with a simple line drawing of installation requirement and footprint. Provide chemicals and other necessary materials. Install remote monitoring systems or adjust schedule as required. 5.2. MANUALS A manual must be provided and maintained on a routine basis. The manual must include: Control parameters Test instructions Product data sheets Emergency protocols for chemical spills/injuries System descriptions Feed equipment manuals Material Safety Data Sheets Log sheets to enter the data An SDS binder of all chemicals including test reagents must be kept and updated at the boiler chemical feed station and the cooling tower chemical feed station at each location. 5.3. CHEMICAL REQUIREMENTS Dosages of all chemicals must be specified in terms of pounds of product to be added to the systems and expected concentrations of the active ingredients in the water. All chemical programs must be specifically formulated for: The makeup water source being used The equipment operating conditions System metallurgy Pre-existing conditions 5.4. FIELD VISITS During every field service visit, the Vendor's representative shall perform the following: Check chemical inventories, refill chemical storage tanks as necessary and order products for delivery by the Vendor's delivery specialist. Current chemical inventory and order status shall be noted on the Vendor's field service report. Discuss any operating or water-treatment related issues with the Town, or Town's representative. Provide a written report of all findings and recommendations to the Town and the Town's designated management and operating personnel. The written report must include at a minimum: Conductivity; pH; corrosion inhibitor, iron, copper and chloride concentrations; control ranges; bioassay slide results and current chemical inventory. Conductivity, pH and chloride concentration of make-up water. Adjustments of chemical feed rates and bleed rates and observations of any unusual events shall be noted. Submit water and deposit samples to Vendor's laboratory should any unusual conditions exist or upon the Town's or Town representative's request. Adjust chemical feed rates. Calibrate chemical feed and monitoring equipment monthly. 5.5. COOLING TOWER CLEANING AND DISINFECTION OF CHILLERS General Stipulations: Semi-annual cleaning, disinfection, and cooling tower layup of cooling towers shall be included as a part of the annual bid. All material flushed from the cooling tower internals that fall into the basin shall be flushed to a drain in the basin and/or removed with a wet-vac. Treatment Includes: Physical Cleaning: All internal structural surfaces Tower fill Mist/drift eliminators The cooling tower suction line (to protect against introducing debris into the system piping) For chiller only: An alkaline phosphate cleaning material along with compatible biocides and a bio-dispersant (to break up any bio-film) shall be circulated for 24 hours before physical cleaning of the cooling tower is performed. A suitable anti-foam product shall be used to control foam formation in the tower. For tower only: After the tower cleaning using oxidizing biocide chemistry. The oxidizer will be held 5-10 ppm for a minimum of 4 hours. A certificate of compliance will need to be summited after each disinfection. Information to include: Applicator name Biocide name Pounds applied Halogen levels as measured every 30 minutes for 4 hours SDS sheets Product label Supervisors name Connecticut Pesticide supervisors license # General comments section where any observations or additional steps were taken (anti-foam addition, more oxidizer, etc.) 5.6. COOLING TOWER LAY-UP Each Cooling Tower will be shut down during the off season and therefore will require a lay-up protocol. The vendor will be allowed to make its recommendations with respect to the protocol and chemistry to be employed, but recommendations must include a vapor phase corrosion inhibitor designed for cooling towers and industrial piping layups. If a nitrate-based layup is recommended, then a non-oxidizing biocide must be included in the layup procedure. Vendor will be responsible for applying the chemistry. 5.7. CONDENSER WATER TREATMENT APPROACH General Stipulation: All necessary chemicals to treat the condenser water system for scale, corrosion, microbiological growth, and sludge, must be supplied. Scale and corrosion inhibitor that is a non-chromate and uses the following technologies (Phosphate/Azole/Polymer Based) minimal. It can be molybdate or florescence traced for testing. Treatment Includes: Two forms of biocides that utilize an oxidizer and non-oxidizer. All products are to be automated. Monthly Microbiological field-testing. A liquid dispersant/bio-dispersant is to be administered on a maintenance program as needed. May also be part of an all in one inhibitor or biocide. Control limits of all measurable treatment levels will be monitored along with raw water makeup, cycles of concentration, and water consumption. 5.8. CHILLED WATER TREATMENT APPROACH General Stipulations: Assume to start the loop contains no inhibitor, filter, or feeder. The loop will be tested monthly when in operation. The water treatment company will be responsible for collecting samples, performing the water chemistry testing, and adding the necessary chemicals to bring levels up to TARGET Level. Once chemicals are added a re-test will be conducted within 10 days to ensure compliance. All necessary chemicals to treat the chilled system for corrosion, oxidation and microbiological growth, must be supplied. Treatment Includes: A Molybdenum based corrosion and oxidation inhibitor that has multi-metal protection. Annual Biocide treatment in chilled loop as needed. Microbiological field-testing to be done monthly. Testing on the chilled system shall consist of all the active ingredients (Molybdenum, Azone, pH, Conductivity, and microbiological on chilled as recommended by vendor). Seasonal corrosion coupons (installed during startup removed at end of season) 5.9. CLOSED LOOP HOT WATER TREATMENT APPROACH General Stipulations: Assume each loop contained no inhibitor to start, or filter, nor feeder. Each loop will be tested quarterly. Seasonal loops will be tested at start up, mid-season, and prior to shut down. The water treatment company will be responsible for collecting samples performing the water chemistry testing and adding the necessary chemicals to bring levels up to TARGET Level. Once chemicals are added a re-test will be conducted within 10 days to ensure compliance. Year one of pricing shall include the cost to bring the system up to the target. Assume all loops have less than 10% make up per month. All necessary chemicals to treat the hot water closed loop systems for corrosion and microbiological growth, must be supplied. Treatment Includes: A Molybdenum/Nitrate based corrosion and inhibitor that has multi-metal protection. (a two-part inhibitor program will be acceptable). Testing on the hot water closed loop system. This test shall consist of all the active ingredients (Molybdenum, Nitrate, pH, Conductivity, Iron, and Copper). 5.10. STEAM BOILER TREATMENT APPROACH General Stipulations: Assume each boiler has no chemical treatment system. The Vendor will be responsible for collecting samples and performing the water chemistry testing monthly. Assume ninety to ninety-five percent (90% - 95%) condensate return. No water softener. Manual boiler blowdown five (5) times per week. Boiler cycles will be calculated using chlorides. Treatment Includes: All required equipment and chemicals to treat the boiler and protect it from scale, sludge, and corrosion must be supplied. Provide an all-in-one single drum treatment program. Water testing on the steam boiler for the boiler water and makeup water. Data points for boiler water tests include at a minimum: pH conductivity P&T alkalinity chlorides Data points for boiler water tests include at a minimum: pH conductivity alkalinity chlorides total hardness
