The City of Portland, Bureau of Parks and Recreation is seeking proposals from individuals, firms, teams, or consultants with demonstrated experience in Architecture and Landscape Architecture Services. The City proposes to engage successful Proposers for the following services: Architecture Services and Landscape Architecture Services. Services will be required on an as-needed basis, with projects generally being small to medium in scope, ranging from a few hundred dollars up to $250,000, subject to specific needs and budget availability in any given year. There is no guarantee of work to be assigned under any resulting price agreement. Proposers may submit proposals for multiple service categories but must submit a separate proposal for each category they wish to be considered for. Price agreements may be awarded in multiple service categories at the sole discretion of the City, and awardees will be selected based on scoring in their specific service category. The number of price agreements awarded per service category is determined by the City. All Task Orders must be authorized in writing, outlining the scope of work, schedule, deliverables, key personnel, subconsultants, and compensation. Compensation for each Task Order will be determined through negotiation and may not exceed $250,000 per Task Order. Equal opportunity in subcontracting is emphasized, with outreach to minority- and women-owned businesses required to the maximum extent possible. The City desires awardees that support corporate responsibility initiatives and are committed to making good faith efforts in subcontracting outreach, consistent with their proposal's commitments. All work must commence no later than seven calendar days from the Notice to Proceed. Inability or unwillingness to complete a project as required must be communicated in writing, and such a Task Order will be forfeited. Continuous difficulties in negotiations or repeated unavailability may result in removal from the list and cancellation of the agreement. If the maximum amount of the price agreement is reached before its term concludes, the agreement will end and the Proposer will be removed from the rotation list.
