As of April 9, 2026, project is awarded to Gershenson Construction Co., Inc., in the amount of $2,498,612.38. The project consists of milling and overlay of asphaltic concrete pavement; removal and replacement of vertical/rolled concrete curb, removal of existing deteriorated curb, replacement and cleaning of drainage structures, and other incidental items within St. Louis County. All communications from vendors regarding this solicitation must follow the defined processes. Any communication with other County staff, except as specifically allowed, is prohibited. Communications before bid opening must be by email only. Communications after the bid opening with authorized staff may be verbal or written for contract negotiations, contractor capability investigations, or preparation for construction activities. All questions must be submitted via email by the stated deadline. The successful bidder is required to comply with current applicable state statutory provisions concerning payment of prevailing wages on public works. Bids must be accompanied by a certified check or bidder's bond equal to 5% of the total bid, made payable to "Treasurer, St. Louis County." The County Council reserves the right to reject any or all bids. Specific goals for Minority and Woman-owned Business Enterprises, workforce participation, and county resident labor are established for the project. This work shall primarily consist of milling and overlaying pavement throughout the project site, including replacing mountable and/or vertical curb as designated by the engineer, and replacement of a drainage pipe with a 12" concrete or polypropylene pipe. It will also include crack sealing, site restoration including sodding and other incidental items in accordance with St. Louis County Standard Specifications for Road and Bridge Construction and these special provisions. Detailed survey plans for this project have not been prepared and the scope of work and estimated quantities are based upon evaluation of the sites by Departmental personnel.
