Bids are requested for demolition and site clearance at 126 Carlisle Street, Wilkes-Barre. Bid proposals must be submitted on the provided forms and will be rejected from any bidder not registered with the engineer. Each bid must be accompanied by bid security equal to ten percent of the total bid. Pennsylvania Prevailing Wage rates apply for contracts over $25,000. The project is funded by a grant under the American Rescue Plan Act for COVID-19 ARPA Local Fiscal Recovery Fund for Non-Entitlement Units and all requirements from the Pennsylvania Department of Community and Economic Development must be met. Bidders must adhere to non-discrimination in employment as required by the President's Executive Order #11246, ensuring that employees and applicants are not discriminated against based on race, color, national origin, sex, religion, age, disability, or familial status. Contractors must meet a 6.9% goal for female participation and a 0.6% goal for minority participation in the aggregate on-site construction workforce for contracts exceeding $10,000 according to affirmative action requirements. Compliance with Section 3 of the Housing and Urban Development Act of 1968 and related regulations is also required. The South Valley Land Bank reserves the right to reject any or all bids or to waive informalities in the bidding. Bids may be held for up to sixty days for review prior to awarding the contract, during which time no bidder may withdraw their bid. No oral interpretation will be made to any Bidder as to the meaning ofthe Contract Documents or any part thereof. Every request for such an interpretation shall be made in writing to the Local Public Agency. Any inquiry received seven, (7) or more days priorto the date fixed for opening of Bids will be given consideration.
