All references to mowing include mowing, trimming, and cleanup services. The contractor(s) shall provide described mowing services by use of finish mowing equipment and other common turf maintenance tools such as string trimmers and leaf blowers. All contracted areas shall be mowed and trimmed each cycle, with possible herbicide application as a substitute for trimming around obstacles, subject to pre-approval. Clippings do not need to be bagged or removed unless excessive accumulation occurs, and all paved surfaces must be cleared of clippings. Edging curbs and walkways and other turf care or landscaping services are not included. Contractors must collect and properly dispose of any litter scattered by mowing equipment. Each of the seven areas identified should be treated as a complete and individual area and must generally be completed within 24 hours, weather pending. Contractors must comply with applicable safety measures and are responsible for safety equipment or traffic control when operating in highway right-of-way. All mowed areas are to comply with city ordinances regarding working hours and must be mowed at least every 10 days up to 18 cycles, with additional cycles requiring approval. Areas must also be mowed the week prior to Memorial Day, Independence Day, Amelia Earhart Festival, and Labor Day. Assignment or subcontracting of work requires pre-approval. Insurance requirements include certificates for Contractor’s Liability and Worker’s Compensation, each with minimum coverage of $1,000,000 per occurrence, and the City of Atchison must be listed as additionally insured. Contractors must notify the city 30 days prior to changes or cancellation of insurance and must cease operations if coverage lapses until reinstated. The City of Atchison is tax-exempt, and contractors may be issued tax exemption certificates for materials. Invoices should include names and dates of areas mowed, number of cycles, and company information. The City reserves the right to reject any or all bids and may hire multiple contractors, though the preference is for a single contractor. Bidders must submit pricing proposals as lump sums for each area and all areas combined, and those who have not performed related services for the city within the last three years must also provide a business summary and references.
