Sealed bids are invited to provide all work including, but not limited to, labor, material, equipment, supplies, and transportation for the Boone County Schools Van Elementary & Jr./Sr. High School Wastewater Treatment Plant. Bids must comply with the specifications and construction drawings prepared by ZDS Design/Consulting Services. Bidders are responsible for obtaining complete sets of bidding documents. Contractors and suppliers who obtain partial sets must coordinate information to assure a full and accurate estimate of the work required. All prime contractors and subcontractors must be licensed in compliance with West Virginia Code Chapter 21, Article 11 (Contractor Licensing Act), and prime contractors must include their West Virginia Contractor License Number in their bid proposal. The successful bidder will be required to execute a contract, comply with all rules and regulations of the West Virginia Workers' Compensation Laws, and provide evidence of insurance coverage to the minimum limits required. The awarded contractor must pay for, execute, and deliver to the owner a corporate surety Performance and Labor and Material Payment Bond in a sum equal to at least the contract amount. Bids shall be submitted in accordance with the instructions in the specifications and with AIA A701 (2018). All bidders must furnish a valid Bid Bond equal to 5% of the base bid, payable to the Boone County Board of Education. The Three Envelope System must be used for bid submission, consisting of: Envelope #1 containing the Bid Bond, receipt of addenda certification, and list of proposed major subcontractors; Envelope #2 containing the completed and signed Form of Proposal; and Envelope #3 as per the specifications. Refer to the project manual for additional forms and information required post-bid. The owner reserves the right to reject any and all bids, and to withhold final award of contract for sixty days after bid opening. The contract will be subject to liquidated damages.
