The project involves conducting a telephone survey of local businesses and providing analysis and reporting on the findings for the County of Grande Prairie’s Business Retention and Expansion Survey and Analysis. The contract is for a three-year term, with services required for approximately three months each year. The successful proponent is responsible for delivering high-quality, actionable insights to inform municipal policy, service improvements, workforce initiatives, and investment attraction. This includes reporting on trends, sector-specific challenges, and providing recommendations for municipal actions aligned with business retention, development, and economic competitiveness. Responsibilities include: - Confirming methodology, call schedule, staffing plan, and question/answer processes. - Finalizing call protocols and data management at a kickoff meeting. - Completing about 150 qualified telephone interviews per year from a County-supplied list (additional call attempts may be necessary). - Maintaining professional standards, confidentiality, and accurate data capture. - Providing weekly progress updates. - Analyzing quantitative and qualitative survey data. - Delivering final reports, slide decks, and raw data in specified formats. - Making recommendations for municipal actions based on findings. Instructions to bidders: - All proposals must be submitted electronically through the County’s bidding system. - Pricing must be in Canadian funds, all-inclusive, firm for the three-year term, and provided for each year separately. - Proponents must submit proof of insurance, Workers Compensation standing, GST number, and, if applicable, sub-contractor information and letter of acknowledgement. - Proposals must meet all mandatory technical requirements, including experience and capacity for telephone surveys, ability to achieve interview targets, and capability to complete analysis and reporting. - Proponents must follow all instructions and structure their proposal in accordance with the NRFP, referencing applicable section numbers. - All communication prior to selection must be through the bidding system.
