The work involves conducting seasonal traffic volume counts within the Region of Durham using the necessary traffic recording equipment. The contract is intended to be awarded to two lowest compliant bidders. The lowest compliant bidder receives approximately 70% of the total estimated annual counts, while the second lowest receives the remaining 30%. The tasks include supplying equipment for video turning movement counts and equipment/personnel for 8-hour pedestrian volume counts. Both weekday and weekend counts are required with detailed classification of vehicles and pedestrians, and data must be supplied in specified formats. Contractors are responsible for safety and traffic control plans and must provide finalized count sites and schedules. The Region reserves the right to adjust quantities of counts, to assign or reassign work if contract requirements are not met, and to reject or require recounts for invalid data. Contractors are required to have at least three years' experience on similar projects. Subcontracting is not permitted. All permits, including Road Occupancy Permits, must be obtained. Payment is based on actual completed counts and subject to approval processes. All work must comply with relevant standards, codes, and legislation.
