Renovation of an educational facility in Ontario, California. Completed plans call for the renovation of a educational facility.
The work consists of providing roofing services at Alta Loma, Chaffey, and Valley View High Schools. Bid Proposals must be submitted on forms furnished by the District and must conform to the requirements outlined in the Bid and Contract Documents. Required components of each Bid Proposal include the Bid Form, Bid Security, List of Subcontractors, Non-Collusion Declaration, and Statement of Bidder’s Qualifications. A mandatory pre-bid job walk will be conducted for the work. The project is subject to prevailing wage rates in compliance with California Labor Code and requires that all bidders possess a "C-39" California Contractors License at the time of contract award. Bid Proposals must be accompanied by Bid Security in an amount not less than ten percent of the maximum Bid Proposal amount. The District reserves the right to reject any or all bids or waive irregularities or informalities. The contract, if awarded, will be to the responsible bidder submitting the lowest responsive proposal, possibly including prioritized alternate bid items as specified. The project requires compliance with fingerprinting requirements, non-withdrawal of bids for ninety days, and submission of certified payroll records to the Department of Industrial Relations. A participation goal of three percent for Disabled Veteran Business Enterprises is established for this project. A. Summary: Install a thermoplastic (PVC) feltback membrane roof system, including, but not limited to, isocyanurate insulation, primed gypsum barrier board, PVC membrane flashings, PVC metal edge/fascia flashing, and other components to comprise a weathertight roof system. The roof system shall comply with the herein specified roof system manufacturer's standard written and detail requirements. Note: the roof assembly will change based on the existing rooftype. B. General Requirements for ail PVC membrane roof systems: 1. All roofdrains and drainage components (scuppers, etc) must be tested prior to roof construction. Any defects are to be brought to the districts attention. 2. All clamping rings and strainers are to be replaced if cracked or damaged with new cast iron components. Ifno damage exists, clean and replace at the end of project. 3. All conduit and rooftop plumbing is to be placed on new durablocks and protection pads. 4. Wrinklles and voids will not be accepted forthis project. This requirement supersedes manufacturer minimum requirements. 5. All new roofing must be protected by means of polyesterfelt and approved rigid boards when the new roofing must be used as an area to store materials or regularfoot traffic will occur during construction. All storage and foot traffic over new roofing must be avoided at all costs. C. Alta Loma High School Building L System Description: 1. Remove existing coping metal, walk pads, and all roof flashing materials down to substrate. Field ofroof to remain. Remove all existing contaminants, dust, dirt, and debris from existing roof system. Repair any blisters or deficiencies in existing roof prior to any roof construction. 2. Remove skylights and replace with like and kind units. Provide add alternate to provide skylight units from roofing manufacturerthat are incorporated into the system warranty. 3. Adhere 72-mil PVC feltback membrane over existing granulated cap sheet roof system per manufacturer requirements. 4. Install new 96-mil PVC walk pad to match existing walk pad lay out. 5. Install new, hot air welded, building lettering to meet or exceed existing letter size, oriented North to South, comprising of lead grey PVC membrane. 6. Perimeter metal shall be comprised ofPVC clad metal and fabricated to comply with ES-1 testing from roofing manufacturer. 7. Install new through wall scupper inserts per manufacturer approved detail. 8. Perform all flashing and detail work in strict accordance with the roof system manufacturer's standard written and detail requirements. As indicated within the project detail drawings and/or specification requirements, those specific project requirements shall supersede any corresponding minimum/standard requirements. Note: Manufacturer Letters of Convenience intended for deviation from the specified installation and/or detail requirements will not be accepted. D. Alta Loma High School Building E System Description: 1. Remove existing coping metal, walk pads, and all roof flashing materials down to substrate. Field of roof to remain. Remove all existing contaminants, dust, dirt, and debris from existing roof system. Repair any blisters or deficiencies in existing roof prior to any roof construction. 2. Mechanically attach 72-mil PVC Feltback membrane over existing aluminum surface built up roofing per manufacturer requirements. 3. Install new 96-mil PVC walk pad to match existing walk pad lay out. 4. Install new, hot air welded, building lettering to meet or exceed existing letter size, oriented North to South, comprising of lead grey PVC membrane. 5. Perimeter metal shall be comprised of PVC clad metal and fabricated to comply with ES-1 testing from roofing manufacturer. Note: the edge metal shall follow the notched parapet wall design that can be seen on adjacent buildings. 6. Install new through wall scupper inserts per manufacturer approved detail. 7. Install new prefabricated T-top vents comprised of roofing manufacturer's PVC clad metal per manufacturer approved detail. 8. Raise all low vent pipes with prefabricated units to provide a minimum of 8" of flashing height above finished roof height. 9. Extend crickets further from wall to reduce severity of or eliminate ponding. Provide a minimum W primed gypsum coverboard over the insulation panels. All board stock to be mechanically fastened per manufacturer requirements. Exhaust fans in cricketed area to be raised as needed to ensure adequate flashing height is achieved. 10. Perform all flashing and detail work in strict accordance with the roof system manufacturer's standard written and detail requirements. As indicated within the project detail drawings and/or specification requirements, those specific project requirements shall supersede any corresponding minimum/standard requirements. Note: Manufacturer Letters of Convenience intended for deviation from the specified installation and/or detail requirements will not be accepted. E. Valley View High School Building B System Description: 1. Remove any obsolete penetrations, curbing, miscellaneous roof top equipment as directed by the district. 2. Install EPS flute fill insulation to match existing metal panel profile, exceed the height of the ribs by a minimum of %". 3. Install 3/8" primed gypsum coverboard over the flute fill insulation. Mechanically attach all board stock per manufacturer requirements. 4. Install treated wood Nailers at all flute ends per local code requirements. Install wood blocking at the base of all penetrations and flashings to provide an adequate flashing substrate. 5. Adhere 72-mil PVC feltback membrane over gypsum coverboard utilizing water-based adhesive. 6. Perimeter metal shall be comprised of PVC clad metal and fabricated to comply with ES-1 testing from roofing manufacturer. 7. Install new, hot air welded, building lettering to meet or exceed existing letter size, oriented North to South, comprising of lead grey PVC membrane. 8. Install new 96-mil PVC walk pad to and from all units, following the ridge line of the roof. 9. Replace all existing gutters and downspouts with new 24-guage kynar coated GSM gutter and downspout provided by the roofing manufacturer. The new gutter shall have a 3" wide flange for attachment to the new wood nailer using galvanized-steel annular ring shank nails at a spacing of six-inch on center. The face dimension of the gutter shall match existing gutter face dimensions, orientation, and be one and a half inches less than the back dimension of the gutter. One-inch wide, 16 ga. GSM spacing straps are to be installed at 36" on center. The straps are to provide a locking hook strip at the face of the gutter and shall be attached at the back top edge of the gutter using metal capped grommeted fasteners set in approved urethane sealant. The strap is to be configured in a "U" shape to provide clearance for the clad metal edge without modification. Gutter end laps are to be two-inch minimum in direction offlow, sealed with approved urethane sealant and pre-painted pop-riveted to match color of gutter. Rivets are to be installed at 2" on center spacing. The new gutters shall be fabricated with a four-inch (4") ling vertical down shot sleeve which shall be tight-fitted into the new 3"x4" down spout and internally sealed using urethane sealant. Owner to confirm color selection. District to select "Kynar" color from standard color offering. 10. Perform all flashing and detail work in strict accordance with the roof system manufacturer's standard written and detail requirements. As indicated within the project detail drawings and/or specification requirements, those specific project requirements shall supersede any corresponding minimum/standard requirements. Note: Manufacturer Letters of Convenience intended for deviation from the specified installation and/or detail requirements will not be accepted. F. Chaffey High School Building N System Description: 1. Remove existing coping metal, walk pads, and all roof flashing materials down to substrate. Field of roof to remain. Remove all existing contaminants, dust, dirt, and debris from existing roof system. Repair any blisters or deficiencies in existing roof prior to any roof construction. 2. Adhere 72-mil PVC feitback membrane over existing built-up roof system per manufacturer requirements. 3. Install new 96-mil PVC walk pad to and from all serviceable roof top equipment and roof access points. 4. Install new, hot air welded, building lettering to meet or exceed existing letter size, oriented North to South, comprising of lead grey PVC membrane. 5. Perimeter metal shall be comprised of PVC clad metal and fabricated to comply with ES-1 testing from roofing manufacturer. 6. Install cut-in reglet per manufacturer requirements in all locations where an existing counter flashing or reglet does not exist. 7. Install new field fabricated expansion joint consisting of PVC membrane where existing expansion joint exists. 8. Perform all flashing and detail work in strict accordance with the roof system manufacturer's standard written and detail requirements. As indicated within the project detail drawings and/or specification requirements, those specific project requirements shall supersede any corresponding minimum/standard requirements. Note: Manufacturer Letters of Convenience intended for deviation from the specified Installation and/or detail requirements will not be accepted. G. Chaffey High School Building I Lower Roofs 1. Remove existing roofflashing materials down to substrate. Field of roof to remain. Remove all existing contaminants, dust, dirt, and debris from existing roof system. Repair any blisters or deficiencies in existing roof prior to any roof construction. 2. Mechanically attach 72-mil PVC Feitback membrane over existing aluminum surface built up roofing per manufacturer requirements. 3. Install asphalt and oil-resistant membrane where contact with tile roofing underiayment may occur. 4. Install new through wall scupper inserts per manufacturer approved detail. 5. Raise all low vent pipes with prefabricated units to provide a minimum of 8" of flashing height above finished roof height. 6. Extend crickets further from wall to reduce severity of or eliminate ponding. Provide a minimum %" primed gypsum coverboard over the insulation panels. All board stock to be mechanically fastened per manufacturer requirements. Exhaust fans in cricketed area to be raised as needed to ensure adequate flashing height is achieved.
