Site work and paving for a mixed-use development in Columbia, South Carolina. Completed plans call for site work for a bridge / tunnel; road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
Atlas Road Widening Phase 1B Contactor must be aware that Phase 1a -Atlas Utility Construction is currently underway. The plans and other materials are included for reference. Proper coordination between the current Utility Contractor and Roadway Contractor will be required. Richland County (the County) is seeking electronic bids from qualified contractors to provide the construction of a 5-lane roadway with 4-12' travel lanes separated by a 15' median from Shop Road (SC 768) to Garners Ferry Road (US 76), including a 4-foot bike lane and 5-foot concrete sidewalks in each direction. In addition, the project includes the construction of curb and gutter, closed drainage installation, hot mix asphalt paving, culvert construction, demolition, grading, earthwork, signing, pavement markings, traffic control, signal installation, and erosion control activities. Scope of Work - Jeffrey McNesby, Project Manager for the Department of Transportation, stated that this project will span from Atlas Road to Gardner's Ferry Road. Mr. McNesby identified Olivia Wilson as the inspector who is currently the inspector for the Phase 1A Utility relocation Project. The construction engineering and inspections will be performed by F&ME representative, Jeff Kinard. John Hilbert from the City of Columbia, will be the Project Manager for water and sewer. Additionally, Laurie Campbell from SCDOT will be the final owner of this project. There are two railroad crossings. The Norfolk Southern Railroad Crossing will be self-performed by Norfolk Southern. CSX Railroad will also be self-performed by CSX Railroad. There will be a full thirty-day road closure for the CSX Railroad work. This Project will follow the SCDOT Specification Standards for liquidated damages. Rebecca Connelly from Hussey Gay Bell discussed how Phase 1A is going to coordinate with Phase 1B. There are twelve utilities on Atlas Road, for example, City of Columbia Water and Sewer, Dominion Power, Dominion Transmission, Dominion Gas, AT&T, Spectrum, Segura, MCI, Lumen, AT&T Transmission, and AT&T Distribution. Everyone needs to review the Geotechnical Reports because they were deemed to be accurate. A site visit was recommended so individuals would know what areas have been cleared and what areas have not been cleared. The sewer work for Phase 1A has been completed except for the retaining wall at the Creekside Apartment location. The twelve-inch water line infrastructure has been installed, and then they will connect the eighteen-inch line between CSX and Atlas Court. The 12-inch water main from Garner's Ferry Road to Preston Green Drive. The infrastructure has been installed, and then there'll be the coordination of the 12-inch water from Green Lawn Drive to Preston Green Drive, and that coordination will go along with the new culvert in that area. Make sure you note on your plans that the AT&T Duck Bank is to remain in place throughout the entire project. Coordinate with Dominion Gas about the 6-inch high-pressure steel main. Dominion has completed its relocation except for the Garner's Ferry intersection. The poles are up from Shop Road to CSX. AT&T and MCI have completed their relocation from Harlem Street to Norfolk Southern, and they are waiting on materials to complete the next section. Spectrum is working on its section from Harlem to Norfolk Southern and is waiting on materials to complete the next section. Segura has a permit, and they are waiting on materials Richland County is located in the center of South Carolina and covers a total area of 756 square miles. The County surrounds the state capital city of Columbia, which is also the County seat. Established in 1785, the County has grown to become home to just over 400,000 residents, and represents a thriving business, industrial, governmental, and educational center. The County employs approximately 1765 people and operates a general fund budget in excess of $100 million dollars. The County is governed by an 11-member council, which in turn appoints an Administrator to handle daily operations and to provide professional expertise in government management. Under state law, the County is the primary governmental unit for the administration of law enforcement, justice, health, education, taxation, social service, library service, agricultural service, and the maintenance of public records. Each bidder shall submit with his Bid a Bid Bond with a surety company licensed in South Carolina, in the amount of five percent (5%) of the total Bid amount. The Bid Bond penalty may be expressed in terms of a percentage of the Bid price or may be expressed in dollars and cents. If Bid Bonds are to be submitted electronically, they may be submitted by using SURETY2000 a web-based system designed as e-commerce clearing houses for the insurance industry. In addition, you may use SUREPATH, an alternate online bonding system. The Contractor's surety agent enters the bond information into the SURETY2000 or SUREPATH system and provides the bidder with a Bid Bond authentication number. The Contractor enters the authentication number in the appropriate place in the electronic bid system for the project along with his other bid information. The successful bidder shall pay the cost and furnish within ten (10) days after written notice of acceptance of Bid, separate Performance and Payment Bonds. The Surety shall issue the bonds in the amount of 100% of the total contract covering the entire term of the contract as awarded. Question Deadline 02/06/2026 at 2:00 PM ET Vendors shall submit all inquiries regarding this bid via online. Bonds must be issued by a Surety Company licensed to do business in South Carolina, with an "A" minimum rating of performance as stated in the most current publication of "Best's Key Rating Guide, Property Liability" which shall show a financial strength rating of at least five (5) times the contract price. Each bond shall be accompanied by a Power of Attorney, authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. The Office of Small Business Opportunity (OSBO) has determined that the SLBE utilization goal is 9% for the Atlas Road Widening Phase 1B Project.
