The successful proponent will be responsible for preparing a comprehensive Parks and Recreation Master Plan, providing expert advice throughout the project including project management and coordination, background research, community consultation, inventory analysis and recommendations for facilities and programs, service delivery review, strategy development, staffing plan review, and the delivery of a clear action plan to guide future facilities and services. The Master Plan must align with Municipal strategic priorities, support sustainable growth, comply with Accessibility for Ontarians with Disabilities (AODA), and consider environmental sustainability, green initiatives, and affordability. The primary deliverable is a comprehensive final Master Plan report including an executive summary, community profile, guiding principles, engagement summary, emerging trends, inventory and service delivery assessments, prioritized recommendations, funding analysis, implementation strategy, policy identification, and a 10-year financial plan. Regular meetings, status reports, and interim draft findings are required. All tasks and reports must be clear, well-organized, and submitted in acceptable formats with supporting data and documentation. The consultant is expected to perform the work as set out in the approved work plan and may be required to provide additional project resources and references. Bidders must submit their proposals electronically, include all required documentation, and adhere to the Municipality’s bid process and evaluation criteria, including proof of insurance and WSIB clearance. Subcontractors must be identified in the submission if applicable.
