Separate call-out lists will be established for the provision of hydrovac and flushing services as outlined in the deliverables. The City reserves the right to divide the work and award contracts to one or more respondents at its sole discretion. Awards will be determined based on bid order, giving preference to the lowest qualified respondent(s) for each required call-out service. Respondents are not required to submit bids for all line items listed in the Pricing Form, but partial submissions may result in bid rejection for a service category in its entirety. The scope includes Class 1 and Class 2 hydrovac services (regular and overtime), 48" circular cage assembly labor rates, flushing services (day and night), flusher combo unit services, daylighting testholes, asphalt/concrete removal, crusher dust backfill, backfill, vacuum truck spill containment, camera inspection services, and handling hydrocarbon contaminated soil. Do not enter $0.00 unless providing the line item at zero dollars, and do not fill in non-mandatory line items if not bidding on them. Respondents are required to submit hourly labour rates for specified items. Pricing and submissions must comply with the requirements and evaluation formulas provided for each category of service. All proposed pricing should represent the total cost of labour, material, equipment, and supervision associated with the price (excluding GST and PST). The City may add separate prices to the contract at its discretion. Bidders must submit accurate and complete pricing; inaccurate or altered pricing may impact acceptance or future eligibility. Bidders must declare any potential conflicts of interest and acknowledge addenda as part of their submission.
