The contractor shall provide labor and supervision for janitorial (labor only) and laundry services to support the daily functions of the Lexington VA Fisher House. The contractor will be responsible for complete cleaning services of approximately 13,500 square feet across two floors, including 16 private suites, common areas (kitchen, dining room, family room, living room/library, bathrooms, laundry room, stairwells, hallways, Manager's office, elevator, decor/artwork), and associated exterior spaces (porches, patio, parking lot, dumpster area, sidewalks, grassy areas, and flower beds). Specific duties include daily trash pulls, bed bug checks, weekly room refreshes, linen collection and stocking, making beds, maintaining supply and linen closets, and reporting low supplies or damaged items. Janitorial supplies, tools, and equipment are provided by the VA, but all laundry materials and equipment must be supplied by the contractor. Work involves vacuuming, mopping, restroom cleaning, kitchen cleaning, window cleaning, dusting, carpet/upholstery cleaning, and changing light bulbs as required. Cleaning schedules must ensure coverage six days per week, with a minimum of 2 full-time employees Monday-Friday and 1 full-time employee on Sunday. The contractor must coordinate daily and weekly cleaning priorities with Fisher House staff, comply with safety and security protocols, maintain a quality control program, and submit staffing, contingency, and quality control plans. Contractor employees must be trained, well-groomed, easily identified, and able to communicate fluently in English. All staff must complete required federal and facility-specific background checks and training before providing service, and adhere to standards of professionalism, dress code, and conduct. Site visits are required for familiarization, and all work must comply with detailed requirements and frequency schedules provided. Mowing, landscaping, and guest bedroom/bathroom cleaning during occupancy are not included in the contractor's responsibility. Bidders must demonstrate at least three years' experience in similar services, be licensed in Kentucky, and provide evidence of qualified, trained staff familiar with medical-grade cleaning and working in sensitive environments.
