Site work and paving for a mixed-use development in Lomira, Wisconsin. Completed plans call for site work for a sidewalk / parking lot; road / highway; water / sewer project; for paving for a road / highway; sidewalk / parking lot; and water / sewer project.

The work includes approximately 1,470 LF of sanitary sewer (8" PVC) and laterals with associated sanitary sewer work; 1,930 LF of water main (8" PVC) and services; 1,250 LF of storm sewer (12" RCP thru 30" RCP) and associated storm structure work; 8,530 SY aggregate base installation; 7,060 SY asphalt pavement; 19,720 SF concrete sidewalk; 3,850 LF concrete curb and gutter; 5,600 SF concrete driveway approach; 2,630 SY topsoil and seeding; and all related work including unclassified excavation, erosion control, traffic control, and site restoration. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. No bidder may withdraw their bid within 60 days after the bid opening. The minimum wages to be paid must comply with Federal wage rates and Federal Davis Bacon Wage Rates. Project administrators, bidders, and contractors must use the latest federal wage rate available at the time of bid opening. This project anticipates the use of Community Development Block Grant (CDBG) Funding and funds related to the Bipartisan Infrastructure Law (BIL). The Contractor must conform to the statutory requirements known as "Build America, Buy America" for all iron, steel, manufactured products, and construction materials used in the project. Bid proposals may be denied if these requirements are not met and waivers are required. Owner reserves the right to waive any informalities or to reject any or all bids. It is anticipated that a variety of Federal, State and Local funds will be utilized for the project. The Contractor shall follow all requirements outlined in the following funding provision sections and elsewhere in the Contract Documents for each type of funding. DNR Clean Water Fund and/ or Safe Drinking Water Section 00 80 01 Community Development Block Grant (CDBG) Section 00 80 02 A. In general, the work consists of urban street and utility reconstruction including sanitary sewer mainline and services, water mainline and services, storm sewer replacement, remove and replace street pavement and curb/gutter, concrete sidewalk and driveway apron replacement, site restoration and all related structures and work. B. Contractor shall submit Build America, Buy America (BABA) Product Certificates with all pay requests that include BABA products and/or materials. Payment for BABA products and materials will only be approved with a completed BABA Certification. C. The work is described in detail by the plan sheets titled: South Avenue & Pleasant Hill Avenue Reconstruction Project, Village of Lomira, Dodge-County, Wisconsin and the associated contract documents, including specifications, contained herein. D. The construction consists of supplying all materials, equipment, labor, etc. to supply a complete working system. E. Substantial Completion shall mean the successful installation and completion of all bid items to provide owner with a complete project, and may exclude the following. 1. Any items deemed non-essential by the Engineer and which the Contractor makes a written request for consideration by Engineer prior to the date of substantial completion and engineer affirms in writing. F. Final Completion (All Work) shall mean the successful completion of all work. This shall include the delivery (by Contractor to Owner) of all project closeout documentation, which includes in part the following. 1. Completed original lien waivers from the general contractor as well as from all sub-contractors and suppliers. 2. Final payment request and change order documentation (if applicable). 3. Any other documentation required by the contract documents. The General Contractor or his appointed representative shall act as the project coordinator. He shall generally be charged with all duties of a project coordinator including, but not limited to, being responsible for conditions of the contract, administrative requirements, subcontractor's scheduling and cooperation, compliance with specifications and drawings, and all other work related requirements. Contractor shall coordinate the work with adjacent work and shall cooperate with all other Contractors so as to facilitate the general progress of the work. Each Contractor shall afford all other Contractors every reasonable opportunity for the installation of their work and for the storage of their material. In no case will any Contractor be permitted to exclude from the premises or work, any other Contractor or employees thereof, or interfere with any Contractor in the executing or installation of the work. Each Contractor shall perform its work in proper sequence in relation to that of other Contractors and as approved by the Engineer. Any cost caused by defective or ill-timed work shall be borne by the Contractors responsible therefore. Contractor shall arrange the work and dispose of materials so as not to interfere with the work or storage of materials of others and each shall join their work to that of others in accordance with the intent of the drawings and specifications. All Contractors shall work in cooperation with each other and fit their work into the structure as job conditions may demand. All final decisions as to right-of-way and run of pipes and ducts, etc., shall be made by the Engineer or the Owner. It shall be the responsibility of the Contractor to keep constant check on the progress of the work so that each particular trade can insure proper preparation for installation of that Contractor's work and not cause delay in the progress of the work. It shall further be the responsibility of the Contractor to periodically make inspections of work in progress and to notify the Engineer when work is complete in compliance with specifications and drawings. A project log shall be maintained showing daily progress of work. The Engineer and Owner shall have access to this log book and the project schedule at all times. Preconstruction Meeting. A Preconstruction Meeting will be scheduled and conducted by the Engineer and shall be attended by representatives of the Owner, Contractor and all subcontractors as deemed required by the Engineer. The purpose of the meeting will be to identify all project participants, review project requirements and specifications, establish the method of making pay requests and other matters that may be deemed necessary to be discussed. At this meeting, the Contractor shall submit the proposed construction schedule for review, consensus by the parties and approval. The Contractor shall also submit a schedule of values for the work to be used as the accounting format for all progress payments. Submit a minimum of five (5) copies of the American Iron and Steel (AIS) checklist a minimum of one week prior to the pre-construction meeting. The AIS checklist shall provide a list of all products and materials to be furnished to complete the project. ENGINEER may review and request the CONTRACTOR to provide additional statements/ certifications for any products and materials provided on the project. Construction Progress Meetings. Brief weekly meetings, as deemed necessary by the Engineer, will be held and shall be attended by all Contractors. The purpose of the meeting will be to coordinate work schedules, review the project progress and other matters that may be deemed necessary to be discussed. A construction progress meeting agenda shall be prepared as deemed necessary to the Engineer. All construction progress meeting attendees shall be fully prepared prior to the meeting and shall be ready to discuss issues raised as they relate to their work. This shall include, but not be limited to, providing revised schedules, milestone activities, specific requirements for subordinate construction and any proposed or completed changes required for their work. Submit preliminary Construction Progress Schedule in accordance with General Conditions prior to preconstruction conference. The Contractor shall comply with and the Work shall be completed in accordance with the substantial and final completion dates stated in the Agreement (Section 00 52 00). The Engineer shall supply line and grade staking for the following: o sanitary sewer o water main and appurtenances o storm sewer o curb and gutter o supplemental control (beyond existing control from original topo survey) For linear features (sewer, water, curb), unless specifically stated otherwise, stakes will be at 50-foot intervals for location and elevation. For point features (manholes, inlets) two offset stakes will be set to provide location and one stake will provide elevation. Any stakes required by the contractor other than those listed will be the responsibility of the Contractor to stake at no additional cost to the Owner. The Contractor shall be responsible for replacement of any stakes negligently disturbed as determined by the Engineer. The Contractor shall comply in all ways with the requirements of the following permits: Wisconsin DNR General WPDES Permit for Storm Water Discharge from a Construction Site Wisconsin DNR Water Main Extension Permit Wisconsin DNR Sanitary Sewer Extension Permit All conditions of approval from the Local, County, and State review agencies. The work under this section shall cover: starting of systems; demonstration and instructions; testing, adjusting and balancing; operation and maintenance data; protecting installed and completed construction; final cleaning; manuals for materials and finishes; manual for equipment and systems; spare parts and maintenance products; product warranties, guarantees and bonds; project closeout procedures; and maintenance service. The Contractor shall assume the responsibility for the protection of all finished construction until accepted by the Owner. The Contractor shall repair and restore any and all damage to finished work to the satisfaction of the Engineer. The Contractor shall require each trade to clean the premises of accumulations of surplus materials and rubbish caused by their activities. Burning of rubbish on site will not be permitted. The work under this section shall cover all materials, equipment, supervision, and labor necessary for surface restoration. The various street surfaces disturbed, damaged, or destroyed during the performance of the work under this contract shall be restored and maintained as shown, specified, and directed. Included in this classification are pavement surfaces of all types, pavement bases, shoulders, and appurtenances as driveways, curb and gutter sections, sidewalks, alleys, and all other miscellaneous surfaces required but not designated under other sections of these specifications. A schedule of restoration of the pavement surfaces shall be worked out by the Contractor and approved by the Engineer. The schedule shall be adhered to unless subsequent changes are approved by the Engineer. The work covered under this section shall consist of furnishing all material equipment and labor required to construct a dense compacted base course composed of one or more courses or layers of coarse aggregate, fine aggregate and binder or filler blended to produce an intimate mixture of the required gradation and stability, in accordance with Sections 301 and 305 of the State of Wisconsin, Department of Transportation, Standard Specifications. This work shall also consist of a furnishing all material equipment and labor required to place breaker run and select crushed material for this project in accordance with Sections 301, 311 and 312 of the State of Wisconsin, Department of Transportation, Standard Specifications. The work under this section includes all materials, equipment, supervision, and labor necessary to apply asphaltic tack coat prior to paving asphaltic concrete pavement on an existing surface, as indicated on the Contract Drawings. All work shall conform to the requirements specified in Section 455 of the State of Wisconsin, Department of Transportation, Standard Specifications for Highway and Structure Construction, Current Edition. The work under this section includes all materials, equipment, supervision, and labor necessary to construct a plant-mixed asphaltic concrete pavement on the prepared foundation of base course or existing surface, as indicated on the contract drawings and specified herein. All work shall conform to the requirements specified in the State of Wisconsin, Department of Transportation, Standard Specifications for the particular class, type and grade of material specified. Items from the State of Wisconsin, Department of Transportation, Standard Specifications excluded from this specification section include: Ride Quality Requirements and Testing (Section 440) PG Asphalt Binder and Tack Coat Sampling and Testing (Sections 455.2.2 and 455.2.3). Cold Weather Paving (Section 450.3.2.1.2) Safety Edge (Section 450.3.2.11) QMP Sampling and Testing (Section 460.2.8) The work covered under this section shall consist of furnishing all material, equipment, and labor required to execute the concrete sidewalk, driveway and step work for this project. This work shall be in accordance with Section 602 of the State of Wisconsin, Department of Transportation, Standard Specifications, and as indicated on the contract drawings and specifications. The work under this section shall cover furnishing all material, equipment, and labor required to execute the construction of concrete curb and gutter for this project. This work shall be in accordance with Section 601 of the State of Wisconsin, Department of Transportation, Standard Specifications, and as indicated on the contract drawings and these specifications. The work under this section shall include all equipment, supervision, and labor necessary to furnish and apply or remove pavement markings to streets, parking lots, and bike paths as indicated on the contract drawings and specified herein and in accordance with Section 646 of the State of Wisconsin, Department of Transportation, Standard Specifications. The work under this section shall cover furnishing all material, equipment, and labor required to salvage and/or furnish, haul, place, and prepare topsoil for this project in accordance with Section 625 of the State of Wisconsin, Department of Transportation Standard Specifications. The work under this section shall include cleaning and televising of sanitary sewers. The intent of sewer line cleaning is to remove foreign materials from the lines and restore the sewer to a minimum of 95% of the original carrying capacity. The intent of televising is to record the condition of the sewer pipe and manholes.
