The City of McAllen Parks and Recreation Department is requesting proposals from qualified playground equipment providers to design, provide, and install an inclusive playground. The City of McAllen Parks and Recreation Department is requesting proposals from qualified playground equipment providers to design, provide, and install an inclusive playground. The playground/park is located at Retama Park, McAllen, TX. This is a federally funded project with CDBG requirements. All requirements must be met to ensure compliance with both funding and policies. II. GENERAL INFORMATION The proposed playground is to be an inclusive playground that incorporates equipment for children ages 5-12 years old. A map of the site along with pictures are included on this RFP. The overall work is to include design, grading, drainage, hardscaping, installation of new surfacing, installation of site furnishings, and miscellaneous site work. The scope of this RFP includes the excavation, foundations, equipment, border, seating, and surfacing. Demolition, grading, drainage, site work, site furnishings, site concrete, synthetic turf, etc., are included in the scope of this RFP and shall be considered part of the budget provided. This project seeks to meet the goals and guidelines set forth in the Playground Design Guidelines. The City will review the designs of vendors who respond to this RFP and make a selection based on the quality of the design, quality of the play equipment, and overall value. III. SCOPE OF SERVICES The City is looking to select a playground design based on quality and adherence to Playground Design Guidelines and requirements identified below: PLAYGROUND DESIGN GUIDELINES x Inclusive playground system is designed for 5-12 years of age and accommodates up to 195 users. x Design complies and meets ASTM, CPSC and ADA standards. x Play structure encourages physical, sensory, and social interaction through a balanced mix of climbing features, slides, motion components, and ground level play panels. x Total play area 4,075 square feet. x Fall zone approximately 82' x 77' is surfaced with synthetic turf specially designed for playground use. Turf features anti-static guard and an underpad system meeting ASTM surfacing standards for impact attenuation. x Site improvements include 1,270 square feet of concrete paving including 275 lineal feet of 5-foot sidewalk to connect to existing sidewalk and new play structure. Concrete standards to meet City of McAllen minimum requirements for installation of sidewalks. DESIGN OPTIONS FOR INCLUSIVE PLAYGROUND IMPROVEMENTS a. Provide a minimum of two designs for the proposed inclusive playground to be located at Retama Park. Options should include elements that tie the playground into the unique McAllen landscape. b. Include with each design option a summary list of elements provided by the Vendor for each option: i Drawings i Renderings i Product cutsheets and data i Other information to illustrate the Vendor's design intent for each Design Option PRICING a. Provide pricing for all labor and equipment (CDBG requirements) required for excavation, foundations, equipment, border, seating, and surfacing within the playground border for each design option. Designs are not to exceed $350,000 each; more than two designs and variations thereof are acceptable. b. Project is federally funded through Community Block Development Grant (CBDG). All federal requirements must be adhered to ensure compliance. c. Pricing is to be itemized by element provided by the Vendor and shall include all installation/material costs. d. The City is a tax-exempt entity. Do not include taxes in Vendor pricing submittals. REFERENCES/MAINTENANCE ITEMS Please provide three similar projects in size and scope, including references. PROJECT SCHEDULE The City reserves the right to cancel this RFP process at any time. a. It is expected that award of the project will occur within five months of receipt of the RFP documents. b. Provide a proposed schedule for construction commencement and completion. Include any material lead times if delivery may be an issue. This project is being funded, in part, by Community Development Block Grant funds and is subject to the following Federal requirements: Executive Order 11246; Clause 3 of the HUD Act of 1968; Title IV of the Civil Rights Act of 1964; Title VII of the Civil Rights Act of 1968; and Section 109 of the Housing and Community Development Act of 1974, the Davis-Bacon and Related Acts as well as State laws and regulations. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, age or national origin. A Bidder's Bond from a reliable surety company licensed to operate in the State of Texas or certified Cashier's Check, (Bid Security) payable without recourse to the City of McAllen, for the amount of not less than five percent (5%) of the total bid shall be submitted via a sealed envelope as a guaranty that if awarded the contract, the bidder will enter into a contract with the City of McAllen. The Bidder's bid security shall be submitted before the above-mentioned electronic bid opening date and time. Failure to submit the bid security shall be grounds for disqualification. The City of McAllen reserves the right to refuse and reject any or all Bids and to waive any or all formalities or technicalities, or to accept the Bid considered the best value to the City, and to hold the bids for a period of sixty (60) days without taking action. ** pre bid ifno : Additional Zoom login/meeting information is available in online l.
