Elevator safety inspections, including annual no-load and slow-speed tests and five-year full-load, full-speed safety tests, are required for all traction, hydraulic, cart lift, dumbwaiter, freight, and wheelchair lift equipment at the Central Arkansas Veterans Healthcare System (CAVHS) facilities in Little Rock and North Little Rock, Arkansas. Inspections must follow the most current editions of ASME A17.1, A17.2, A17.3, A17.4, A17.5, A18.1, the National Electric Code (NFPA 70), and all applicable IBC and NFPA publications. The contractor must provide all inspection services, management, certified personnel, tools, equipment, travel, and related costs needed to witness and certify annual safety tests, three-year hydraulic pressure tests, and five-year full load tests. Work includes evaluating car safeties, governors, buffers, terminal limits, door pressure and kinetic energy, brake performance, emergency operations, standby power functions, firefighter service, alarm and two-way communication systems, and verifying compliance with installation-year code requirements. The contractor must coordinate scheduling with the COR and the elevator maintenance contractor, provide all test documentation, submit professionally written narrative inspection reports within ten calendar days, supply test forms and checklists, immediately report critical safety issues, and tag or seal all safety devices as required. Inspections must be conducted during normal business hours unless otherwise approved, with overtime handled per contract requirements. Inspectors must be QEI-1 certified, licensed by the Arkansas Elevator Safety Division, and possess at least five years of journeyman-level vertical transportation experience. The Government reserves the right to reject inadequate inspections, require re-inspection at no additional cost, and enforce safety compliance during all work.
