The City of Columbus currently owns and operates three water plants, collectively supplying an average of 149 million gallons per day of drinking water to Columbus, Dublin, and more than two dozen other central Ohio communities. The continued growth of population and industry in central Ohio, along with the need to increase reliability and resiliency across the water supply system, has driven the need for additional water capacity. The design process for the Home Road Water Plant was initiated in winter 2023 by Columbus Water & Power (CWP) with the goal of bringing the new facility online by early 2032. The new Home Road Water Plant will be built on CWP-owned property along the Scioto River at the southeast corner of Home and Dublin roads in Delaware County. Scope • Duct bank between HRWP electrical manhole and HRWP Primary Electrical Building • Procurement/installation of diesel generators • Procurement/installation of main switchgear at HRWP • Procurement/installation of high service pump station switchgear at HRWP • Procurement/installation of unit substations at HRWP • Intake in O’Shaughnessy Reservoir • Raw water pump station • Intake/pump station in North Cell of Merchant Road Quarry • Residuals disposal in the South Cell of Merchant Road Quarry • All water plant facilities not constructed under the early electrical and site packages (e.g., administration/maintenance building, treatment structures/buildings, clearwells, high service pump station, etc.) As of January 24, 2026, Phase 1 final design will be complete in 1st Quarter 2026. Site Prep is underway and will be complete July 2028. Bid advertisement for the Water Plant issued and bids due June 3, 2026. Notice to proceed expected November 2026 with substantial completion in early 2033. Design team/project manager identified.
