Renovation of a military facility in Corpus Christi, Texas. Completed plans call for the renovation of a military facility.

Repair and replacement of the failed boiler blowdown drainpipe located beneath the concrete floor of the mechanical room, including restoring reliable, safe, and code-compliant drainage for boiler blowdown operations and preventing further water intrusion or structural damage. Location: Cotton Classing Office, 3545 Twin River Blvd, Corpus Christi, TX 78410 Submit questions to james.g.roloff@usda.gov no later than February 16, 2026, at 12 p.m. CT. This will ensure there will be enough time to respond before the solicitation period ends. Please include the solicitation name and number in the subject line of the email. The estimated magnitude of this project is between $25,000 and 100,000. A payment bond will be required within 10 days of award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The contractor shall provide all labor, materials, equipment, tools, supervision, and incidentals necessary to complete the repair of the sub-floor boiler blowdown drainpipe joint. Work includes, but is not limited to, the following tasks: Pre-Work Activities o Conduct a site visit to verify existing conditions. o Coordinate work schedule with USDA facility management to minimize operational disruption. o Identify and mark all utilities in the work area. o Implement safety measures and establish a controlled work zone. Demolition and Access o Saw-cut and remove the required section of concrete floor in the mechanical room to expose the failed drainpipe. o Excavate sub-grade material as needed to access the full length of the damaged pipe. o Protect adjacent equipment, piping, and electrical systems from dust, debris, and vibration. Drainpipe Removal o Remove or repair the existing separated joint of the blowdown drainpipe. o Properly dispose of all debris in accordance with local, state, and federal regulations. Installation of New Drainpipe o Install new piping for the separated joint, if necessary, that is suitable for high-temperature boiler blowdown discharge and that is equal to the existing pipe. o Ensure proper slope, alignment, and secure connections to existing upstream and downstream piping. o Install new fittings, unions, supports, and anchors as required. o Provide thermal protection or insulation if required by code or USDA specifications. Testing and Verification o Perform leak testing and functional flow testing of the new drain line. o Verify proper drainage from the boiler blowdown system to the designated termination point. o Correct any deficiencies prior to concrete restoration. Concrete Floor Restoration o Backfill and compact sub-grade material to original condition. o Install vapor barrier if one existed previously. o Pour and finish new concrete slab section to match existing floor thickness, elevation, and surface finish. o Allow proper curing time before equipment is returned to service. Site Cleanup and Restoration o Remove all construction debris, dust, and waste materials. o Restore the mechanical room to clean, operational condition. o Ensure all systems impacted by the work are fully functional Deliverables o Completed and tested boiler blowdown drainpipe installation. o Concrete floor restored to original condition. o As-built documentation showing pipe routing and materials used. o Warranty information for materials and workmanship. Contractor Requirements o Must comply with all OSHA safety standards. o Must follow USDA facility access and security protocols. o Must provide qualified personnel experienced in boiler system piping and concrete demolition/repair. o Must maintain a clean and safe work environment at all times. Work Schedule o Work shall be performed during normal business hours unless otherwise approved. o Contractor shall provide a proposed schedule including demolition, installation, testing, and curing time. o All work must be coordinated to minimize downtime of the boiler system. Acceptance Criteria The USDA will consider the project complete when: o The new or repaired drainpipe passes all functional and leak tests. o Concrete floor is restored and fully cured. o The mechanical room is clean and free of construction debris. o All documentation has been submitted and approved. Additional Notes o Contractor is responsible for verifying all measurements and conditions prior to starting work. o Any unforeseen conditions must be reported immediately to USDA for direction before proceeding. o No substitutions of materials or methods may be made without prior USDA approval.
