The City reserves the right to remove certain parts of the contract or increase certain quantities and shall not be liable for any legal action or claim for costs or losses incurred as a result of such a decision. The contract is awarded by decision of the City Council, at its sole discretion, and the Council cannot be bound in any way other than by resolution.
