Renovation of an educational facility in Portland, Oregon. Completed plans call for the renovation of a educational facility.
Remodel portions of existing facility. The work consists of miscellaneous building renovations as indicated on contract documents prepared by BBL Architects. Further instructions are identified under the instruction to bidders in the contract documents. All bids shall comply with the requirements of Oregon Revised Statutes and the District's local Public Contract Rules, latest editions. Bids must be fully completed upon the Bid Proposal provided herein in the manner provided in the Instructions to Bidders. Bids will not be considered unless accompanied by certified check, cashier's check, or surety bond made payable to David Douglas School District in an amount equal to 10% of the Base Bid. The district reserves the right to reject all and any bids not in compliance with all prescribed public procedures and requirements and to waive informalities in this bid. Pre-qualification requirements: The district is only accepting bids from the following pre-qualified contractors that were selected from RFQ Number 9.20.23.1: Bremik, Partech, Kirby Nagelhout, Brockamp Jaeger, Perlo, First Cascade, Essex, Todd, Inline. Bids will only be considered from those contractors attending the mandatory pre-bid meeting and tour. All other bids will be returned unopened. A. Project Name: Menlo Park Elementary School Renovation, located at: 12900 NE Glisan Street Portland, OR 97230 Project Name: Ventura Park Elementary School Renovation, located at: 145 SE 117th Avenue Portland, OR 97216 Project Name: North Powellhurst Elementary School HVAC Upgrades, located at: 1400 SE 135th Avenue Portland, OR 97233 A. Summary Project Description: All division 26, 27, and 28 work shown in drawings and specifications. Menlo Park Elementary-Secure entry vestibule, specialist office upgrades. Ventura Park Elementary-Secure entry vestibule, specialist office upgrades, gym office relocation. North Powellhurst Elementary-HVAC Upgrades. B. Contract Scope: Construction, demolition, renovation, and facility operations during occupancy. Use of Site: 1. Proper security measures by the Contractor must be maintained to protect the public and building occupants from construction related activities. 2. Do not unreasonably encumber site with materials or equipment. 3. Assume full responsibility for protection and safekeeping of products stored onpremises. 4. Do not allow food/beverages, wrappers, or containers in work area. 5. Provide appropriate storage of hazardous materials in a designated storage area separate from work area. a. Do not allow the use of tools or construction equipment that require the use of petrochemicals or fossil fuels when site is enclosed. b. Assume full responsibility for the security of the entire building during the construction process. c. Protect all parts of building and site not included in the project work from damage due to construction activities. Repair damage if it occurs to previous condition. d. Damage to property adjacent to Owners property, as a result of construction activity, shall be restored by the Contractor to the satisfaction of respective property Owners. 6. Limit use of the site to work in areas indicated. Confine operations to areas within contract limits indicated. Do not disturb portions of the site beyond the areas in which the work is indicated. a. Keep driveways and entrances clear and available to the Owner, the Owner's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize space and time requirements. b. Protect sidewalks, asphalt paving, concrete, shrubs, and lawn areas at all times from spillage of materials used in carrying out the Work. Exercise care to preclude materials from clogging catch basins and yard drains. Leave all drainage items clean and in proper working condition. 7. Clean, repair, resurface, or restore existing surfaces to their original condition; or completely replace such surfaces to match existing, where damaged by construction operations. 8. Whenever it is necessary to cut and remove fences and/or power lines (whether on private or public property), restore such demolished work to condition at least equal to that which existed prior to such demolition. 9. Damage to property adjacent to Owner's property shall be restored to the satisfaction of respective property Owners. 10. Removal of equipment and materials: Clear the site and surrounding street areas of all equipment, apparatus, appliances, tools, unused materials, and similar items as rapidly as they cease to be needed in carrying out the Work. B. Construction Operations: Limited to areas noted on Drawings. Do not disturb portions of the site beyond the areas in which the work is indicated. In the case of any damage to property adjacent to Owner's property, restore area damaged to the satisfaction of respective property Owners. C. Dust Control: In compliance with DEQ, Construction Dust, take all necessary precautions to control and contain flying dust caused by construction operations. Repair and/or cleaning from damage to neighboring properties as a result of construction-related dust shall be the responsibility of the Contractor. D. Protect sidewalks, asphalt paving, concrete, shrubs, and lawn areas at all times from spillage of materials used in carrying out the Work. Exercise care to preclude materials from clogging catch basins and yard drains. Leave all drainage items clean and in proper working condition E. Provide and maintain pedestrian protection and re-direction as required by the agency having jurisdiction standards. F. Removal of equipment and materials: Clear the site and surrounding street areas of all equipment, apparatus, appliances, tools, unused materials, and similar items as rapidly as they cease to be needed in carrying out the Work. G. Clean, repair, resurface, or restore existing surfaces to their original condition; or completely replace such surfaces to match existing, where damaged by construction operations. H. Arrange use of site and premises to allow: 1. Work by Others. I. Provide access to and from site as required by law and byOwner: 1. Do not obstruct roadways, sidewalks, or other public ways without permit. J. Time Restrictions: 1. Limit conduct of especially noisy exterior work to comply with local ordinances and with Owner. A. The General Contractor shall include the following anticipated date constraints for the Work. 1. School Board Approval of the Agreement: 03/12/2026 2. Issuance of the Notice to Proceed: 02/24/2026 3. Site available for Contractor mobilization: 06/15/2026 4. Expected Agency Release of the Building Permit: 05/15/2026 5.
