Demolition, site work, paving and new construction of a mixed-use development in El Paso, Texas. Completed plans call for the construction of a office development; municipal facility; for the demolition of a municipal facility; for site work for a municipal facility; and for paving for a municipal facility.
Provide design-build construction services for the expansion and full replacement of the existing land port of entry with a modernized facility that remains operational throughout construction. Work includes designing and constructing an administration building with an expanded pedestrian inspection area, primary and secondary passenger vehicle inspection facilities, a seized vehicle processing area, canopies, outbound inspection for pedestrians, privately owned vehicles, and buses, an outbound support office building, expanded parking, a kennel, and new paving throughout the port. The project requires phasing to keep operations running and will permanently reroute commercial traffic at the start of construction. Additional work includes construction of bus inspection facilities for the Federal Motor Carrier Safety Administration, including a canopy and office space. The scope includes architectural, engineering, construction, abatement, demolition of existing facilities, site planning, utility relocation as needed, testing and inspection, commissioning, and all required safety measures. This project must comply with Design Excellence and Construction Excellence procedures. GENERAL CONSTRUCTION REQUIREMENTS: The estimated design and construction cost range is between $400,000,000.00 and $460,000,000.00. Location: Bridge of the Americas (BOTA) Land Port of Entry, 3600 E. Paisano Drive, El Paso, Texas 79905. Submit all questions regarding the Phase 1 to the Contracting Officer on or before February 18, 2026. Any responses provided by GSA will be posted on the Governmentwide Point of Entry (GPE) as an Amendment to the Solicitation. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
