Sealed bids will be received by Passaic County Technical Vocational Schools for a lump sum, single prime, Overall General Construction Contract for the PCTVS New Parking Garage at 45 Reinhardt Road, Wayne, NJ 07470. Bidders must email a request at least one business day in advance to obtain bid documents, which are provided at no cost and are only downloadable. Bids must be submitted on supplied forms in a sealed envelope, clearly marked with the caption “Sealed Bid”, bid title, due date, and time. Proposals submitted on forms other than those provided will be rejected. It is the bidder's responsibility to ensure timely delivery of bids to the designated location. Bids delivered ahead of time must be enclosed in a smaller sealed envelope and then into a larger one for mailing or delivery, both clearly marked. Hand-delivered bids on days preceding the bid must be delivered to the Security Entrance Gate prior to 2:00 p.m. On the day of the bid, they must be delivered to the School Business Administrator or their designee at the Board Room prior to the Bid Opening Time. Bidders may attend the opening in person after checking in at the Security Entrance Gate and obtaining a visitor badge. No bids will be accepted after the designated hour for receipt. A Non-Mandatory Pre-Bid conference will be held at the project site, during which project work and expected standards will be explained. Bidders are strongly encouraged to attend. Bidders must comply with various state regulations and must be prequalified as required by the State of New Jersey, Department of the Treasury, Division of Property Management and Construction. Each bid exceeding $100,000 must be accompanied by a Bid Bond, cashier's check, or certified check for ten percent of the bid amount, not to exceed $20,000. Businesses must submit a list of interest-holders owning 10% or more of the entity. The successful bidder and all listed sub-contractors must comply with the Public Works Contractor Registration Act, Business Registration Certification requirements, and submit appropriate documentation. A Project Labor Agreement is required, and bidders must submit a Letter of Assent. The NJ Prevailing Wage Act applies to the project, and contractors must pay current prevailing wage rates as determined by the NJ Department of Labor and Workforce Development.
