The Welland Public Library is seeking the services of a qualified and experienced Consulting Firm to conduct a Community Needs Assessment / Feasibility Study to build upon its 2026-2030 Strategic Plan. The Community Needs Assessment/Feasibility Study will provide the Library with an evidence-based approach to develop alongside the Municipality so that the organization may continue to meet and exceed the long-term needs of our growing and dynamic community over the next 10-20 years. Question Deadline 02/13/2026 at 3:00 PM ET This assessment will include a review/analysis of background information, the design and facilitation of an inclusive community and stakeholder engagement process, and provide insights and recommendations that are summarized in both an interim and final report that will be presented to the Senior Leadership Team, Library Board and/or Municipal Representatives. The assessment will provide recommendations into spatial reorganization strategies, physical expansion opportunities, investment options, staffing levels, potential service delivery models, and resource needs/allocation. The assessment should also consider planned residential, commercial, and industrial development within the Municipality and the Library's evolving service model(s) which include three brick and mortar locations, mobile service delivery, and potentially a holds locker/vending machine.
