Sealed proposals will be received and considered for S. Fifth Street Storm Sewer System Improvements. Specifications may be obtained at the Office of the Borough Secretary or the official website. The successful bidder must provide performance and payment bonds, each equal to 100% of the contract price, within fifteen days following the award of the contract. A mandatory pre-bid meeting will be held at the specified location. The Borough of Chambersburg S. Fifth Street Storm Sewer System Improvements involves the storm sewer piping, utility improvements, boring under the existing CSX railroad, and associated improvements. Details have been provided in the bidding documents. Question Deadline 03/06/2026 Any questions or requests for interpretation of any provision of the Bidding Documents or the Project shall be made to Robert Nolan, Storm Sewer System Inspector, at (717) 251-2031 or rnolan@chambersburgpa.gov at least five (5) days prior to the submission deadline. Due to the construction of Borough of Chambersburg Storm Water Department system drains, gas mains are to be relocated to provide safe clearance from the proposed storm water facilities. This work will include trenching, installation, testing, purging, cut-offs, abandonment, tie-ins, and restoration, as noted. Summary: 1) Cumberland and S 5 th (55PSIG MAOP) Approximately 65 feet of 2-inch Plastic "Intermediate Pressure" (IP) pipeline to be offset and lowered from current pipe location and tied-in to an existing section of 2-inch PE pipeline, with a 2-inch PE valve installed at the northwest. The pipe material is to be MDPE2406. The gas main should be at clearance depth at least 10-feet from the storm water drain on each side. Pipe turns shall not exceed 45- degrees. This means no 90-degree elbows. Four 45-degree elbows, a valve, and two squeeze-offs are required. Note: A 2-inch bypass will be required to maintain gas supply to the customers northwest of the work. This may be accomplished through large service tapping tees and reducers. The Chambersburg Gas Department will supply the 2-inch PE valve. 2) South 5 th and Wayne Avenue (55PSIG MAOP) Mueller or T.D. Williamson stopping tap technology will be needed to control the flow of gas during cut-off, tiein/purging operations. The gas main to be lowered is 6-inch steel. A 6-inch steel gas main valve will be installed in Wayne Avenue northwest of South 5 th Street. The gas main should be at clearance depth at least 10-feet from the storm water drain on each side. Pipe turns shall not exceed 45-degrees. This means no 90-degree tube turns. Approximately 55 feet of 6-inch is roughly estimated. Four 45-degree tube turns, a valve, and two stopping taps are required. 3) South 5 th and Guilford Avenue (55PSIG MAOP) Mueller or T.D. Williamson stopping tap technology will be needed to control the flow of gas during cut-off, tiein/purging operations. The gas main to be lowered is 4-inch steel. A 4-inch steel gas main valve will be installed in Guilford Avenue northwest of South 5 th Street. The gas main should be at clearance depth at least 10-feet from the storm water drain on each side. Pipe turns shall not exceed 45-degrees. This means no 90-degree tube turns. Approximately 55 feet of 4-inch is roughly estimated. Four 45-degree tube turns, a valve, and two stopping taps are required. 4) Chambersburg Gas personnel will perform the service line relocations in the Highland Avenue area, coordinated with stormwater facility construction activities.
