The City of Coffeyville is accepting sealed bids for routine maintenance services for properties owned by the Coffeyville Land Bank. This bid includes mowing and general lot maintenance for approximately 54 properties consisting of 90 total lots located throughout the City of Coffeyville. The purpose of this contract is to ensure Land Bank properties are maintained in compliance with City standards and neighborhood preservation goals. Total Properties: Approximately 54 Total Lots: Approximately 90 Property Type: Vacant residential lots and former residential parcels Locations: Multiple locations citywide (see Exhibit A - Property List) Contract Term: One (1) growing season, with option to renew at the City's discretion (Approximately March-October) The successful bidder shall provide all labor, equipment, and materials necessary to perform the following services: Mowing & Trimming o Finish mowing of all assigned lots to a height of less than 4 inches o Trimming of all grass and weeds not accessible by mower using commercialgrade trimmers o Mowing shall include: o Entire lot area o Adjacent parking strips between curb and sidewalk o Alley edges abutting the property, where applicable Debris Removal o Removal and proper disposal of loose trash and debris prior to mowing o Contractor is responsible for lawful disposal of all collected debris General Requirements o Work must be completed in a neat, professional manner o Contractor shall avoid damage to adjacent properties, sidewalks, curbs, utilities, and signage o Any damage caused by the contractor shall be repaired at the contractor's expense MOWING FREQUENCY o Properties shall be mowed every two (2) weeks during the growing season, unless otherwise directed by the City due to weather or site conditions o Contractor must be able to respond promptly when work is assigned o All assigned lots must be completed within the timeframe specified by the City Bids must be submitted on the Land Bank Property Maintenance Bid Form included in this packet. Bidders shall submit pricing as: o Per-lot, per-mowing rate for standard lots (approximately 50' x 140') o Additional pricing, if applicable, for oversized or heavily overgrown lots Each bid submission must include: o Completed and signed Bid Form o List of equipment to be used o At least two (2) references for verifiable commercial mowing or property maintenance experience o Proof of insurance Incomplete bids may be deemed non-responsive. The City of Coffeyville reserves the right to give preference to local vendors in the amount up to three percent (3%) but no more than $5,000. Local preference applies to businesses in the following order: (1) those within City of Coffeyville corporate limits; (2) those located within Montgomery County; and (3) those located within the State of Kansas
