The Department of National Defence is investing in infrastructure developments for the North American Aerospace Defence Command Modernization and Continental Defence at the Forward Operating Locations in Inuvik and Yellowknife, Northwest Territories. The infrastructure requirements include airfield improvements, new and/or repurposed hangars with aprons and taxiways, ammunition compounds, fuel facilities, accommodations, warehousing, planning, multi-purpose facilities, support equipment, and robust IT, Cyber, and Logistics infrastructure. The delivery method will be Modified Design-Build contracts, one per site, which may exceed $5B in total value for each location. Multi-year contracts will include requirements validation, concept development, market analysis, planning, design, and construction phase activities. Successful proponents will be required to develop an Indigenous Benefits Plan outlining initiatives for Indigenous participation including subcontracting, employment, and training. Proponents must actively hold all required security clearances prior to contract award, with an anticipated clearance level of Facility Security Clearance at the level of SECRET.
