Through this Request for Proposals (“RFP”), the Regional District of Central Okanagan (the “District”) invites Proposals from organizations experienced in the design and construction of pedestrian bridges, for a project to design and construct the new Gerstmar Bridge across Mission Creek in Kelowna, BC. Full details of the Design Services and Work required is provided in Division 01 of this RFP. Key summary details for this RFP are as follows: Maximum Budget: the District has a maximum budget of $550,000 (excluding GST) available for all Design Services and Work identified herein. Progressive Design-Build Approach: the Services and Work will be performed, by the ‘Design-Builder that is selected from this RFP, in 2-phases using the ‘Progressive Design-Build’ approach. PHASE 1 – Preliminary Design & Detailed Design: Review of Reference Documents Site Survey & Bridge Alignment Confirmation Geotechnical Design & Engineering Preliminary Design Confirm All Regulatory Requirements Class C Cost Estimate for Work Detailed Design & Engineering Class A Cost Estimate for Work Final Owner’s Statement of Requirements Base Services Fixed Fee Consulting Services Agreement Phase to be complete by May 15, 2026 PHASE 2 – Construction Documents & Construction Create Construction Drawings & Specifications Construction Work Optional Services & Work* Stipulated Contract Price (to be mutually agreed at conclusion of Phase 1, and based on sum of: a) Fixed Fee for Construction Documents, b) Estimated Cost of the Work, c) Design-Builder’s % Markup Fee of the Cost of the Work). CCDC14-2013 Design-Build Contract (as modified by Supplementary Conditions) Construction Documents to be completed during the period June 15 to July 15, 2026 Work that is subject to WSA Section 11 Permit Construction must occur during Fish Timing Window of August 7 to August 23, 2026. Work that is not subject to the WSA Section 11 Permit may be completed outside of that Section 11 Fish Timing Window, with Substantial Performance to be achieved no later than September 25, 2026. * ‘Phase 2 – Construction Documents & Construction’ is to be considered ‘Optional Services & Work’, meaning that this Phase 2 Design Services & Work shall only proceed at the District’s sole option, and subject to District approval of; Phase 1 Design, proposed Phase 2 schedule, and proposed Stipulated Contract Price for Phase 2. Should the parties not be able to mutually agree to Contract terms, including a Stipulated Contract Price for Phase 2, then the District may at its sole option conduct a further procurement process to identify and contract with other parties to perform Phase 2.
