Renovation of the first floor of Building 5 to construct a new kitchen, including all required supervision, labor, tools, materials, equipment, services, testing, and project management in accordance with construction drawings and specifications for project 438-21-403. Work includes demolition of walls, floors, ceilings, equipment, heating, cooling, ventilation, and electrical systems; removal and disposal of materials not being reused; and protection and verification of all existing utilities prior to excavation or site work. Construction activities include architectural, structural, mechanical, and electrical improvements, along with site work such as fencing, excavation, grading, paving, and utility protection. The existing kitchen on the second floor must remain operational throughout construction, requiring phased work, night and weekend operations, and coordination with other ongoing construction projects to avoid disruption to hospital operations. All contractors and workers must complete VA badging and background checks. The contractor must provide and manage submittal exchange for RFIs, ASIs, shop drawings, and all project-tracking documentation. A dedicated site superintendent and site safety and health officer must be present during all construction activities. Contractors are responsible for promptly reporting discrepancies between drawings/specifications and as-built conditions and must not adjust work until reviewed by the Contracting Officer. All designs, drawings, specifications, and related work products produced become the sole property of the U.S. Government. Construction may not occur on federal holidays or weekends without approval. The contractor shall complete all work within 550 calendar days from the date of award.
