The work consists of furnishing all materials, equipment, and labor necessary to construct Lead Service Line Replacements, including the replacement of approximately 482 - 3/4" water service lines, 4 - 1" water service lines, 4 - 1.5" water service lines, 8 - 2" water service lines, and approximately 2 - 3" water service lines and all necessary appurtenances from the water main to the water meter and from the water meter to the building inlet. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. Efforts must be made to use small and minority owned businesses. Bidder must deposit security with all bids in the form of a certified check or bid bond for an amount not less than 5% of the amount of the bid. A 100% payment bond and performance bond will be required. Contractor must provide fire, extended coverage, vandalism, and malicious mischief insurance equal to the actual value of the insured property during construction. Bidders must comply with all applicable State and Federal requirements identified in the contract documents. "Build America, Buy America" (BABA) compliance is required. Procedures to ensure disadvantaged business enterprise (DBE) firms are given opportunities for meaningful participation must be implemented. The goals for participation by MBE/WBE firms are MBE: 3.6% and WBE: 2.4%. Bidder must be legally qualified under South Carolina Contractor's Licensing Law with a classification of WL. Bids may not be withdrawn within 90 days after opening. Only official plan holders will be considered. The Owner reserves the right to waive any informalities or to reject any or all bids.
