Description

Site work and new construction of a mixed-use development in Odessa, Texas. Working plans call for the construction of a library; five-story above grade, one-story below grade municipal facility; and parking garage.

Plans call to construct a C-shaped and five stories. The plan will move central holding to the lower level, which will free up space on the first floor and higher floors. The plan will allow for up to six courtrooms per floor. The five-parcel site will include a new library, courthouse, parking garage and U.S. Postal office, Civic Plaza and additional parking. It will also include a basement with secure parking for judges and a holding area for inmates and a sally port. As of March 17, 2026, the firm construction has not been released. The substantial completion date is scheduled for first quarter of 2030.
