The City of Phoenix (COP) is seeking a qualified consultant to provide Engineering services on large diameter sanitary sewer pipelines and manholes focusing on National Association of Sewer Service Companies Grade 3 infrastructure as per the finalized 2020 Condition Assessment. Services will include assessment, design, and possible construction administration and inspection for vitrified clay sewer pipelines, amongst other materials and associated manholes. Rehabilitation projects are at multiple locations within the COP right-of-way or easements. Project Description There are approximately 1224 NASSCO Grade 3 pipe segments (over 399,450 feet) and 576 Grade 3 manholes needing to be reevaluated. Sewer pipe sizes generally range from 15 inches to 60 inches in diameter. Manholes include standard pre-cast concrete manholes, brick manholes, and cast-in-place junction structures. The manholes vary in depth and have different corrosion protection materials, including PVC-lining and epoxy coating. Services may include programming and prioritizing the evaluated data, determining which sewer structures are priority based on their current condition, grouping them based on ease of constructability, preparation of documents for permitting and/or clarification purposes, collaboration with contractor for rehabilitation solutions, and providing construction administration and inspection services. Rehabilitation projects are at multiple locations within the City of Phoenix right-of-way or easements. Scope of Work The intent of this project is to provide an understanding of the current conditions of the sewer system, including identification of existing or potential structural and operational concerns that could impact system functionality, environment, and/or public health and safety. The Assessment scope for this project will include, but is not limited to: o Conducting visual inspections: prioritizing pipe inspections, performing manhole inspections, performing pipe inspections, identifying defects in accordance with NASSCO standards, performing condition evaluations of pipelines and manholes, and coordinating all activities with the City. o Conducting NASSCO certified review of field inspections, including review of Panorama and conventional CCTV inspections, preparing an assessment database, assigning NASSCO defect coding and ratings, and preparing defect logs for each manhole-tomanhole pipe segment. o Programming and prioritizing the evaluated data, preparing documents for permitting and/or clarification purposes, collaborating with contractor for rehabilitation solutions. o Evaluating the inspection data and identify areas of concern: reviewing and evaluating field work data, coding and grading defects based on the field data, assigning a rating for each manhole and pipe segment, assigning impact categories, and determining a rehabilitation rating level for each pipe segment. o Developing rehabilitation recommendations and prioritizing projects: identifying rehabilitation and failure impacts, creating a prioritized program for pipe and manhole rehabilitation, and preparing planning level estimates of construction and design costs for each recommended rehabilitation/replacement project. o Recommending time frames for future condition assessments and monitoring of the system pipelines and manholes. o Preparing a final condition evaluation and assessment report, including rehabilitation ratings assigned to pipe segments, prioritized recommendations for pipe rehabilitation, logical construction projects for pipe rehabilitation, and planning-level cost estimates. o Utilizing technology or equipment to inspect large diameter sewer pipelines, outside of NASSCO's typical coding and ratings. The Design scope for this project will include, but is not limited to: o Evaluating existing documentation including assessment reports, videos, as-builts, and other investigative data and/or reports that may be available on pipe and manhole condition to identify viable rehabilitation alternatives. o Investigating and proposing appropriate repair and rehabilitation methods. o Addressing any sewer capacity reductions caused by proposed rehabilitation methods. o Providing rehabilitation or repair design to correct all sewer and manholes defects at identified project locations. o Assisting the City in obtaining all necessary permits, easements, and approvals for the work. o Preparing and submitting for review and approval, project documents (90, and 100%) including cost estimates, construction drawings, technical specifications, and any special provisions. The potential CA&I scope for this project will include, but is not limited to: o Assisting the Contractor in obtaining permits and approvals for the work. o Providing oversight of the project construction activities to ensure protection against defects and deficiencies in the work of contractors and their subcontractors and/or subconsultants. o Inspecting the site through various stages of construction to inspect the quality of the executed work and to verify the work is in accordance with construction documents and specifications. o Confirming contractors' work progress and qualities of work completed. o Reviewing contractor cost proposals, submittals, shop drawings, requests for information (RFIs), payment applications and change orders. o Performing field inspections (visual, probe, and testing) as required for completed repairs and rejecting work not conforming to project documents and specifications. o Providing field reports with associated photos/videos of observations and tests performed. o Evaluating CCTV or digital documentation of rehabilitation performed on pipe segments. o Conducting project-related pre-construction and progress meetings. o Preparing a punch list of corrective work to be performed by the contractor and any subsequent re-inspections. o Reviewing contractor as-builts, including documentation of the size, locations, orientation of repairs, rehab material and deliver final record drawings to the City. o Tracking, compiling, categorizing all project related documents, including inspection reports, progress photos, important project correspondence, meeting minutes, RFIs, and submittals. Following the completion of the project, deliver a USB drive to the City Project Manager. o Providing data from construction to update Computerized Maintenance Management System per direction of City's Water Asset Management Team. o Providing public outreach services. o Inspectors are required to have OSHA trenching and excavation certification and confined space training certification. o Consultant is required to have a NACE Level III inspector on staff or as a subconsultant for manhole coating inspections. Use of UNIFIER, an Application Service Provider (ASP) web-based project management database, may be required. The following information provides a guideline for utilization. Any questions related to the requirements of UNIFIER should be directed to the Project Manager. o The Consultant will be required to maintain all project records in electronic format. o The City provides an ASP web-based project management database which the Consultant will be required to utilize in the fulfillment of the contract requirements. o The Consultant shall provide a computerized networked office platform with broadband internet connectivity. o UNIFIER training will be provided through the City of Phoenix to firms under contract.
