**As of March 10, 2026, the project was awarded to Apeck Construction, with an awarded amount of $1,113,140.19.** Sealed bids are invited for the construction described as the Parish of DeSoto Community Development Block Grant Project for Fiscal Year 2025, to be financed by the State of Louisiana CDBG Program (FY 25 LCDBG Street Improvements). Proposals must be addressed to the Parish of DeSoto and delivered to the Office of the DeSoto Parish Police Jury at 101 Franklin Street, Mansfield, Louisiana 71052, by the specified deadline. A mandatory pre-bid conference must be attended by an officer, estimator, or other individual knowledgeable in bid preparation, and attendance is a pre-condition for eligibility. Each bidder must have an active UEI Number, as verified on www.sam.gov, before beginning construction. Bid security must be deposited as specified, and sureties used for bonds must be acceptable on the U.S. Department of Treasury Circular 570. Bidders are not permitted to withdraw their bids within forty-five (45) days after the bid opening. The contractor must begin mobilization and procurement of materials within ten (10) working days of receiving the Notice to Proceed. Attention is called to the requirements for employment conditions, minimum wage rates, Section 3 Employment Opportunities, Build America Buy America (BABA), Segregated Facilities, Executive Order 11246, Public Law 17758, and all applicable federal and state laws and regulations, along with bonding and insurance requirements. PROJECT DESCRIPTION This report presents the results of the geotechnical exploration performed for the reconstruction of seven (7) roads in DeSoto Parish, Louisiana. The roads involved in this investigation include Whippoorwill Drive, Dove Lane, Quail Trail, White Road, Springs Road, Warren Place, and Warren Circle. See the attached Boring Location Diagrams for the approximate boring locations on the roadways and for an indication of construction limits. The Logs of Boring associated with the roadways for each diagram follow the diagram.
