Reference Number 0000410963 Bid Intent Not Available The Jacksonville Urban Area Metropolitan Planning Organization (JUMPO), and the City of Jacksonville, are soliciting qualifications from experienced firms to develop a comprehensive Bicycle and Pedestrian Master Plan. The plan will provide a long-term framework to enhance multimodal transportation, improve safety, increase connectivity, and promote active transportation throughout the region. This RFQ is issued under applicable state and federal consultant selection requirements, including the North Carolina Mini-Brooks Act and 23 CFR 172.5. Interested firms are invited to submit a Statement of Qualifications (SOQ) as outlined in this RFQ. More information about JUMPO may be found at online. The JUMPO will utilize a Qualifications-Based Selection process (QBS) to identify a firm with which to negotiate a contract. Firms will be evaluated based on demonstrated experience in the successful development of prior bicycle and pedestrian plans, as well as the other evaluation criteria mentioned herein. Successful project execution will require the selected firm's ability to work collaboratively with JUMPO and its members, the North Carolina Department of Transportation (NCDOT), City staff and management, and other project stakeholders. This project is funded in part with federal and state funds. Firms and subconsultants must be prequalified by NCDOT at the time of submittal to perform this work under one or more of the following work codes: 141 - Multimodal Transportation Planning 261 - Long Range Transportation Planning 315 - Municipal & Regional Planning Studies 316 - Multi-Use Trail Design, Survey & Layout 318 - Multimodal Map Preparation and Presentation 416 - Multimodal Corridor Planning 498 - Public Involvement in the Transit/Transportation Planning Process 511 - Asset Condition Assessment and Tracking Firms may submit their SOQ either electronically or in hard copy, provided that due date and time requirements are met. Proposals shall be bookmarked as outlined to assist the reviewing process. Firms submitting electronically are not required to provide hard copies or a flash drive copy. Firms choosing to submit a hard copy shall provide six (6) printed copies of the SOQ and one (1) flash drive containing PDF version of the proposal.
