Construction Manager at Risk for East San Jose RAD Affordable Housing Rehabilitations Agency is requesting proposals from licensed general contracting firms to provide construction management and general contracting services for the rehabilitation and redevelopment of three (3) affordable housing sites, preferably with demonstrated experience in occupied rehabilitation projects and familiarity with HUD Rental Assistance Demonstration (RAD) requirements, as further described in Exhibit B. Interested firms are invited to submit their proposal(s) for one or several of the projects outlined in this solicitation, clearly indicating their project selection(s) within their structured and tabbed proposal. At a minimum, qualified firms must possess a California "B" General Building Contractors License, required bonding and insurances, and have significant experience in constructing affordable residential and projects utilizing collaborative design and construction processes. Each firm will be assessed based on its response to the RFP. Responsible firms must be qualified and skilled at design review; rapid cost evaluation and constructability review; life cycle cost analysis and cost benefit analysis; solicitation of subcontracts and bid evaluation; construction mobilization, oversight, coordination between trades, and construction supervision; project scheduling and schedule management; safety; and construction management and administration of the construction process.
