The Forest Preserve District of Cook County (the "Forest Preserve" or "the District") seeks to offset the electricity requirements of the District's Central Maintenance Compound in Maywood, IL. The District seeks a qualified and experienced firm or Team of Firms ("Consultant(s)") to develop, design, construct, commission, and operate a "behind the meter" ground-mount solar project of approximately 140 kW at the facility. It is the District's goal to purchase the system output; therefore, the District would like to enter into a site-based physical solar Power Purchase Agreement (PPA) to lock in favorable financial terms with available incentives and avoid potential cost increases and missed funding opportunities. The District has established an ordinance to ensure the full and equitable participation of Minority- and Women-Owned Business in Enterprises ("MBE/WBEs") in the District's procurement process. The Contract Compliance Administrator for the Forest Preserve has set a participation goal for this RFP of 0%. This goal can be accomplished by the Requestor and/or through subcontracting a percentage of the total value of the requested services to one or more MBEs and/or WBEs (as defined in the Forest Preserve Code of Ordinances) pursuant to Code Section 1- 8-5; Minority and Women Owned Business Enterprises.
