The Complexity Factor for this project is 0.07. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 28, 2026, at 10:30 AM at the Region Two/District Two Office in Dixon. Engineering services are required for the preparation of a Planning and Environmental Linkages (PEL) Study for a high-level evaluation and recommendations of the truck parking concerns near the interchange of I-88 and Lincoln Rd west of Sterling and north on US 30 to Mathew Rd and of the tight ramp configuration at the I-88 interchange. There is an observed history of legal and illegal truck parking within State and local route right of way, leading to accelerated deterioration of shoulders and fore slopes as well as creating poor and unsafe intersection sight lines for motorists. Previous attempts to regulate truck parking have proven only minimal effective at addressing these concerns. Additionally adequate truck parking is a growing initiative within the department as part of its Freight Advisory Council and related working groups. This study will be conducted in accordance with the Statewide and Metropolitan Planning Regulation 23 CFR 450 and other FHWA policy on the PEL process. This process allows early planning-level decisions that considers environmental, community, and economic goals that can be carried forward to accelerate future National Environmental Policy Act (NEPA) activities. The study may include identifying the purpose and need, logical termini, corridor definition and the transportation problem statement. The Consultant will be responsible for conducting/facilitating the public involvement activities that will be conducted with the general public, local, state and federal agencies in a collaborative way to obtain input early in the process. It is anticipated that one Public Informational meeting may be held The Prime firm must be prequalified in the Special Studies (Feasibility) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
