The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 30, 2026, at 10:00 AM at the Region Five/District Nine Office in Carbondale. Phase I/II engineering services are required to perform work associated with the reconstruction and resurfacing of IL 37 in Benton from IL 14/Bailey Lane to the south Benton city limits in Franklin County. Reconstruction of IL 37 includes pavement resurfacing, pavement patching, curb & gutter, sidewalk, bicycle accommodations, entrance and sideroad improvements, storm sewer, traffic signals, lighting and pavement markings. Phase I is expected to include the preparation of a Project Report (anticipated to be a categorical exclusion), location/drainage studies, pedestrian/bicycle studies, environmental impacts and coordination, data collection, cost estimates, pavement design, surveys (roadway), typical sections, utility conflicts and relocations, and subsurface utility engineering (SUE) Level B and Level D. Public Involvement is expected to include stakeholder and agency coordination, and the preparation of exhibits and all other materials for these meetings and coordination with resource agencies and/or special interest groups. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Roads and Streets) Location Design Studies (Rehabilitation) Special Studies (Location Drainage) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
