The City of Pacifica ("City") is seeking proposals from qualified firms to provide professional design and engineering services for the Pacifica Municipal Pier Rehabilitation Project. The selected consultant will prepare complete plans, specifications, and estimates (PS&E) for the repair and rehabilitation of the existing reinforced concrete pier structure. Located in San Mateo County just twelve miles south of San Francisco, Pacifica feels worlds away from it, yet is easily accessible from Highway 1. The most panoramic coastal town in the San Francisco Bay Area, Pacifica is famous for its six miles of scenic coastline, classic northern California beaches, breathtaking vistas, and charming ambience. The City is nestled in between small valleys, with Sweeney Ridge to the east, Montara Mountain to the south and the Pacific Ocean's rocky bluffs and sandy beaches to the west. Pacifica encompasses roughly 12.6 square miles, of which approximately one-half is publicly owned open space with panoramic views and a feeling of spaciousness rarely found in suburban areas. Several miles of coastal and ridge top trails tie Pacifica to neighboring communities. The Pacifica Municipal Pier, constructed in 1973, is a 1,100-foot-long, L-shaped reinforced concrete pier extending from Beach Boulevard into the Pacific Ocean. It serves as a major coastal recreation facility for fishing, crabbing, and sightseeing. The pier has sustained structural damage over decades of wave exposure and storm events, including spalling, cracking, corrosion of reinforcing steel, and localized pile deterioration. Proposers must create a password protected account via the City's website. In compliance with 2 CFR Part 200 and 40 U.S.C. _1101 et seq. (Brooks Act), all professional design and engineering services shall be procured and executed in accordance with federal and state requirements. The Pacifica Municipal Pier, located at the western terminus of Beach Boulevard, is an approximately 1,100-foot-long, L-shaped reinforced concrete structure constructed in 1973. The pier provides significant recreational and public access to the coastline and is an iconic community landmark that has sustained progressive structural deterioration due to wave exposure, saltwater intrusion, and severe storm events. Recent structural condition assessments performed by GHD, Inc. in 2023 and 2024 identified spalling, cracking, corrosion of reinforcement, and pile deterioration in multiple segments of the pier, particularly along the soffit, deck, and pile caps. The City seeks to engage a qualified consultant to develop a comprehensive rehabilitation design to restore the pier's structural integrity, extend its service life, and ensure continued safe public access. Recent post-storm assessments in 2023, and 2024 identified several high-priority areas requiring rehabilitation to ensure public safety and maintain functionality. The primary objective of this project is to restore the pier in kind by repairing or replacing damaged concrete components, improving corrosion resistance, and ensuring long-term serviceability. A detailed Scope of Work will be developed during negotiations. The scope of work presented herein is intended to cover the Pacifica Municipal Pier Rehabilitation Project design and engineering services necessary and/or other related work and shall be used as the basis of negotiations. In addition, Consultant shall agree to perform the design services specified in the Draft Scope of Work. Consultant is encouraged to include in the proposal any additional tasks beyond the Draft Scope of Work that the Consultant may find necessary or beneficial to deliver a successful project. CITY reserves the right to enter into agreements for none, a portion, modified portions, or all the work listed in this Request for Proposal. CITY reserves the right to issue notice(s) to proceed for some or all the work up to 90 days after the City Council approves the agreement. The selected Consultant shall provide complete planning, environmental, regulatory, design, and bid/construction support services to develop a comprehensive rehabilitation plan that restores structural integrity, ensures public safety, and meets all federal award requirements tied to NOAA funding.
