This solicitation is being conducted by the Georgia Department of Transportation under its authority to procure services ancillary to the construction and maintenance of a public road (as defined in O.C.G.A 32-1-3 (24) as provided for in O.C.G.A 32-2-61 (c) and (d) (1) (D). Only contractors deemed as Qualified Contractors to provide Concrete and Portland Cement Concrete (PCC) Pavement Maintenance Services through the routine maintenance prequalification process are eligible to participate in this Invitation to Bid/Request for Quote. North Gwinnett PCC Slab Replacement The Department reserves the right to modify existing provisions or include additional provisions, which are not currently addressed herein and further reserves the right to reject any or all bids, and to waive technicalities and in-formalities at its discretion. Deadline for Written Questions from Contractors 2/10/2026 2:00 PM online portal Responses to Written Questions to Contractors 2/12/2026 5:00 PM Scope Work under this ITB consists of furnishing all labor, materials, tools, equipment, means of transportation, and incidentals necessary to perform the services. Contractor must furnish equipment in good operating condition and operated by properly trained and qualified personnel. The Contractor must make a good faith effort to furnish the Department the fully operational equipment needed to perform Concrete and Portland Cement Concrete (PCC) Pavement Rehabilitation Services at such time, and at such location(s) as directed by the Engineer. Prior to start of work, Contractor must inspect equipment to ensure the equipment is fully operational for the performance of its intended purpose. The Contractor will also be responsible for any traffic control, licenses, and permits required to satisfy the duties required herein. When replacing PCC Slabs, the contractor is not allowed to remove the existing slab without being able to puor concrete within seven (7) calendar days of opening the road surface. 2. Deliverables Delivery of Concrete and Portland Cement Concrete (PCC) Pavement Rehabilitation Services shall be in accordance with the contract terms. The following deliverables are expected for work performed at the locations referenced in Exhibit 4 - Locations, Descriptions and Estimated Quantities. This project is located on SR 419/US I-985 MP 0.00 to MP 5.70 Northbound in Gwinnett County. Work under this contract consists of removing and replacing Portland Cement Concrete roadway slabs, repairing spalls, crack repair, and crack sealing. The Contractor shall furnish all labor, materials, equipment, means of transportation and incidentals necessary to perform work. Slab locations are numbered in the field with paint as listed in the Replacement Log attached below. Attached is a list of approximate quantities. It is the Intent of this contract that all damaged slabs, cracks and spalls be repaired within the project limits. a. Removal Items: Existing slabs, spalls, and cracks wider than 1/2 inch shall be removed and disposed of by the Contractor daily. All dust and debris resulting from work on this contract shall be removed daily from any shoulders and roadway surfaces at no additional cost to the Department. All debris shall be removed from underneath guardrails to allow positive drainage. b. Replacement slabs shall be constructed according to Pavement Detail P-2. Any slabs not to the smoothness of the engineer shall be ground to the engineers satisfaction. Spalls and cracks shall be repaired with a Type IV concrete material gray in color as per specifications and QPL 27. The Contractor shall use a Type IV material from QPL 27. This material shall be a hot applied patching material that is gray in color consisting of a combination of binder, polymers, graded fillers, aggregates, and rubber that once heated provides an impermeable, voidless solid mass at ambient temperatures. The binder shall be pentaerythritol rosin based or hydrocarbon resin based. This work should follow Detail P-3. When Crack Repair is needed the existing concrete shall be removed to a minimum depth of 2 inches and to a minimum of 4 inches wide. c. The Contractor shall fill all core holes with reinforced material gray in Color. d. All quantities attached are for estimating purposes only. The Contractor shall verify all quantities onsite for bid purposes. e. Any damage to signs, guardrail, or concrete structures (i.e. ditch paving, bridge decks, headwall, etc.) shall be repaired at no additional cost to the Department. f. Any areas approved by the Department for the purpose of staging equipment and or materials for the project shall be cleaned of all debris and trash. In the event that soil is disturbed in the areas, the Contractor shall grade the areas smooth to provide positive drainage and grass and mulch the area as directed by the Engineer before final payment is requested. g. If the current mix design does not allow adequate cure time within the contract work times, an approved accelerated mix can be used with the Engineers approval at no additional cost to the Department. h. Slabs shall not be stored on the shoulder at any time. All slabs shall be removed from the paved and grass sholders nightly. i. Concrete trucks shall be cleaned out into a container. At no times shall trucks be cleaned out onto the the grass or paved shoulders on Department Right of Way.
