The project requires the survey and design of approximately 735 feet of new sidewalk that will connect to existing sidewalks on East Main Street and Shasta Avenue. The work includes providing a construction cost estimate and preparing construction-ready plans. Design services must cover field survey, engineering design, utility coordination, and the preparation of construction-ready plans including necessary stormwater connections, plan views, cross sections, erosion control details in compliance with the RVSS MS4 Permit, and construction details compatible with ADA and city standards. The consultant is also expected to provide specifications, an estimated project timeline, an engineer's estimate for project cost, and be available to respond to pre-bid questions and construction issues as needed by the City. All surveying, access to adjacent properties, stormwater considerations, and on-street parking options are to be addressed in the design. Bidders must be listed on a plan holders list by contacting the City. Proposals must be fully completed as instructed, accompanied by a bid security of not less than 5 percent of the total bid, and bidders must prequalify with the City. The contract is a public work and subject to prevailing wage rate provisions. Compliance with Oregon Revised Statutes, Oregon Administrative Rules, Oregon Standard Drawings and Specifications (ODOT/APWA), and the Eagle Point Standard Details is required. A City of Eagle Point business license is also required. The City reserves rights including rejecting any or all proposals, seeking clarifications, waiving informalities, modifying the project to fit budget, and negotiating the final contract. No proposals will be accepted by email. The cost of proposal delivery is the responsibility of the proposer. All proposers must certify non-discrimination in employment and identify resident status as defined by ORS 279A.120. Federal, state, and local law compliance is required, and the City will make progress payments based on approved rates and completed work. Insurance and indemnity requirements apply, and prequalification submittals are due prior to bidding. Proof of ODOT prequalification or acceptance of other agency prequalification for similar projects on public streets is required if not prequalifying directly with the City.
