Liberty County requests proposals to provide administration and engineering services for the County's $1,080,203.00 CDBG Small Cities Community Development Block Grant (CDBG) for a Neighborhood Revitalization Project; Grant FFY 2023 and 2024 Funding Cycle. Grant funds will be used for upgrades to the existing ballfields; installation of a new pickleball court; installation of new lighting and other site improvements. Administration services shall include, but not be limited to, reviewing and developing necessary policies and procedures, conducting environmental review(s), coordinating with Florida Commerce, developing and administering contract(s), tracking and managing program funds in compliance with program guidelines, fair housing activities, and providing reports and technical assistance. Engineering services will include design and permitting services, construction contract bidding and award, services during construction, inspection services, and other additional services if required. Proposals may be submitted for one or both services, however, if submitting for both services each proposal shall be submitted separately. Evaluation and contracts for each service shall be separate as applicable. For administration services, proposals will be evaluated on: past experience in administering CDBG projects, efficiency and grant administration history, reputation, willingness to provide services within the CDBG budget, fee and fee basis, qualifications as a small, minority or female-owned business, and experience with similar programs. For engineering services, proposals will be evaluated on: specialized experience and technical expertise, ability to perform work within time limitations, past performance with government and other clients including work quality and timeliness, knowledge of relevant rules and regulations, experience with similar Florida projects, and minority/woman-owned business certification. A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit or be awarded a contract or do business with any public entity as described.
