This project is funded through a grant administered by CVCOG to support critical public safety and emergency communications infrastructure within the County. The project includes the safe decommissioning and removal of the City and County’s existing communications tower, which is approximately fifty (50) years old, followed by the design, engineering, permitting, construction, and commissioning of a new communications tower facility at or in close approximation to the current location at 210 Race Track Road, Brady, Texas (31.12439, -99.36262). The existing tower has reached the end of its useful life and poses operational, safety, and reliability risks. CVCOG will procure these services using a design-build delivery method, under which the selected Contractor will be responsible for both the professional design and construction of the project in accordance with this SOW. The final deliverable will be a fully operational, code-compliant, and future-ready tower facility that meets the City and County’s communications needs and complies with all applicable codes and standards, including the latest version of TIA-222, delivered under a single design-build contract. 2. Roles and Responsibilities • CVCOG will serve as the contracting and procurement entity, managing compliance with all applicable grant and procurement requirements. • The City and County will serve as the end users and will participate in design review, equipment planning, and project acceptance. • The Contractor will serve as the single point of responsibility for delivery of a complete and functional tower site, coordinating all subcontractors, suppliers, and regulatory interactions.
