Site work and paving for a mixed-use development in Lewiston, Maine. Completed plans call for site work for a sidewalk / parking lot; road / highway; for paving for a road / highway; sidewalk / parking lot; and water / sewer project.
The work for the HOWE AND HORTON STREET SIDEWALK AND PAVING IMPROVEMENTS shall consist of, but not be limited to, furnishing and installing (except as noted) all materials labor and equipment necessary to resurface or rehabilitate streets or roads as listed, including: utility cover adjustments: water gate box lowering and raising, tack coat, shim, and overlay; driveway preparation and lawn and driveway restoration; pavement removal, common excavation, aggregate base gravel; erosion and traffic control and cleanup. All work, including final loaming, must be completed by November 15, 2026. Question Deadline 03/04/2026 at 12:00 PM ET Questions and Requests for Information shall be submitted to Justin Bisson (jbisson@lewistonmaine.gov) . Questions and RFIs will be responded to via email to potential bidders on the Plan Holders List and those registered with the City Purchasing Department for this project. Each bidder is required to state in his/her Proposal his/her name and place of residence and the names of all persons or parties interested as principals with him/her; and that the Proposal is made without any connection to any other bidder making any Proposal for the same work; and that no person acting for, or employed by, the City of Lewiston is directly or indirectly interested in the Proposal or in any contract which may be entered into to which the Proposal relates, or in any portion of the profits there from, except as provided by the City Charter. The Contractor shall give his/her personal attention constantly to the faithful prosecution of the work, shall keep the same under his/her personal control and shall not assign, by power of attorney or otherwise, nor sublet the work or any part thereof, without the previous written consent of the Purchasing Agent; and shall not, either legally or equitably, assign any of the money payable under this Agreement or his/her claim thereto, unless by and with the like consent of the Purchasing Agent. Proof of insurance coverage will also be required from the subcontractor and any liabilities on the part of the subcontractor will be the responsibility of the contractor under his contract with the City and the City will be held harmless. The contractor shall take all necessary affirmative action steps to assure that qualified minority businesses, women's businesses, and labor surplus area firms are included in the hiring of any subcontractor working on this City project. Proposals upon presentation to the Purchasing Agent of a request, in writing, to do so. Any bidder who withdraws his/her Proposal within thirty (30) days after the actual opening thereof shall be considered to have abandoned his/her Proposal and the bid security accompanying the Proposal will be forfeited to the City of Lewiston. Any Proposal received after the scheduled opening time will not be considered. The City reserves the right to negotiate with the low bidder to bring projects down to within budget. The Finance Committee reserves the right to waive any formality and may consider as informal any Proposal not prepared and submitted in accordance with these provisions. The Finance Committee reserves the right to accept any Proposal or reject any or all Proposals if it is deemed to be in the public interest to do so. No Proposal will be considered unless it is accompanied by a bid security in the form of a bid bond or certified check in the amount of five percent (5%) of the total bid price, made out in favor of the City of Lewiston. All bid securities will be released upon delivery of a signed Contract or, if no Contract award is made, within forty-five (45) days after the opening of the Proposals, unless forfeited as herein stipulated. The Contract must be signed within ten (10) days, Saturdays, Sundays, and holidays excluded, after the date of notification to the bidder by the Purchasing Agent of the acceptance of his/her Proposal and readiness of the Contract to be signed. If the bidder fails or neglects, after such notification, to execute the Contract, the Finance Committee may determine that the Proposal has been abandoned; and, in such case, the bid security accompanying the Proposal shall be forfeited to the City of Lewiston. A Performance Bond and a Labor and Material Payment Bond, preferably executed on AIA Bond Form Number A311, in an amount equal to the total Contract price, of a surety company satisfactory to the Purchasing Agent, will be required of the successful bidder to ensure completion of the work and the proper fulfillment of the conditions of the Contract. The total Contract price shall mean the total bid price as stated in the Proposal based on the estimated quantities of the various items of work. The work must be commenced within ten (10) days after the date of the Contract signing HOWE AND HORTON STREET SIDEWALK AND PAVING IMPROVEMENTS STREET REHABILITATION Howe Street, from Ash Street to Sabattus Street: Scope: Lower and plate all manholes and catch basins, as well as lower all water gate boxes as needed prior to removing pavement. Remove all existing pavement. Fine grade, adding shim gravel as needed. Place 19.0 mm HMA at 2". Set utilities to grade. Grind butt joints as needed at intersections of both Ash Street and Sabattus Street. Place 12.5mm HMA surface at 1.5". Perform driveway preparation as needed. Perform lawn follow up as needed. Approximately 570' in length. Horton Street, from Ash Street to Sabattus Street: Scope: Lower and plate all manholes and catch basins, as well as lower all water gate boxes as needed prior to removing pavement. Remove all existing pavement. Block and abandon existing sewer pipe in manhole in Ash Street intersection. Locate sewer pipe and fill with flowable fill. Connect CB's at Ash Street intersection with 8" storm drain pipe. Add approx. 170 lf of 8" underdrain along the easterly side of the road towards Sabattus Street, connecting separating cb's with 8" storm pipe across street. Fine grade, adding shim gravel as needed. Place 19.0 mm HMA at 2". Set utilities to grade. Grind butt joints as needed at intersections of both Ash Street and Sabattus Street. Place 12.5mm HMA surface at 1.5". Perform driveway preparation as needed. Perform lawn follow up as needed. Approximately 670' in length. SIDEWALK REHABILITATION Howe Street, from Ash Street to Sabattus Street: Scope: Remove all pavement from existing sidewalks from Ash Street to Sabattus Street. Box cut 6" and add 6" of 1 1/2 " Type A Gravel, adding new slip-form concrete curb to both sides of the roadway. Remove existing stumps, and prep for installation of new street trees. Install new street trees in locations to be determined by City Arborist. Ensure all curb ramps meet current MDOT ADA Standards, and install detectable warning plates. Pave all remaining sidewalk areas with 2" of 9.5 mm HMA in one lift. Perform lawn repair as needed. Horton Street, from Ash Street to Sabattus Street: Scope: Remove all pavement from existing sidewalks from Ash Street to Sabattus Street. Box cut 6" and add 6" of 1 1/2 " Type A Gravel, adding new slip-form concrete curb to both sides of the roadway. Ensure all curb ramps meet current MDOT ADA Standards, and install detectable warning plates. Pave all remaining sidewalk areas with 2" of 9.5 mm HMA in one lift. Perform lawn repair as needed. unless otherwise specified in the Specifications or directed by the Purchasing Agent, in writing, and is to be continued with diligent regularity until its completion within the time limit specified.
