1. Design, manufacture, assemble, and deliver a complete biogas treatment system with an inlet capacity of either 450 standard cubic feet per minute (scfm) or 600 scfm, as selected by Owner. This system will treat raw biogas produced from anaerobic digestion to natural gas quality suitable for pipeline injection (Goods). 2. The Goods will include, but are not limited to: equipment, media, compressors, valves, pressure vessels, control systems, control panels, electric motors, control software, electrical panels with variable frequency drives (VFDs), instrumentation, safety appurtenances, equipment anchorage, accessories, and all appurtenances necessary for a complete operational system. Each Proposal must be submitted on the prescribed Proposal Forms and accompanied by Proposal security as prescribed in the Instructions to Proposers. Proposers must deliver the original of the Proposal security to Stephen Waldron either by first class mail to Administration Building Complex, 2550 SW Hillsboro Hwy, Hillsboro, Oregon 97123 (Owner's Office), or by hand delivery to the Durham Treatment Plant Services Building, 16060 SW 85th Avenue, Tigard, OR 97224, within five business days after the Deadline. The Proposer shall guarantee the Proposal for a period of 90 calendar days from the date the Proposals are due. Owner reserves the right to cancel this solicitation or reject any or all Proposals not in compliance with all prescribed public bidding procedures and requirements or when Owner finds that the Proposer is not responsible as that term is used in any applicable Owner's Purchasing Rules and ORS 279A.010(1)(r). Owner may reject for good cause any or all Proposals upon a finding by Owner that it is in the public interest to do so.
