The project involves furnishing and delivering a complete and assembled Wheel Loader and Attachments for Airport Snow Removal consisting of a diesel powered, articulating, four-wheel drive wheel loader with attachments. Attachments include a general-purpose bucket, pallet forks, runway/taxiway plow; a Toolcat compatible plow; and a general-purpose plow for an existing John Deere TC62H wheel loader. In accordance with Wyoming Statutes 16-6-101 et seq., a five percent (5%) Wyoming resident bidder preference may be applied separately to each bid schedule for bid evaluation purposes. When applicable, qualifying resident bids may be evaluated as though they were five percent (5%) lower than the bid amount submitted by nonresident bidders for the applicable bid schedule only, for the purpose of determining the apparent low bidder for that schedule. The resident bidder preference shall be used solely for evaluation purposes and shall not affect the actual contract price. Bidders requesting consideration for the Wyoming resident bidder preference must meet all statutory eligibility requirements and submit the required Resident Contractor Preference Affidavit or certification with their bid. Failure to submit the required documentation at the time of bid submission shall result in the preference not being applied to any bid schedule. The Owner reserves the right to verify residency status and eligibility for the preference.
