The City of Melissa invites submittals of statements of qualifications to select a Construction Manager at Risk for a new Melissa Athletic Center construction project for the City of Melissa. Responses should be provided in accordance with the terms, conditions, and instructions outlined, with complete responses to all requirements. The City reserves the right to amend the request, waive requirements or irregularities, reject any or all proposals, and receipt of responses does not bind the City to any contract nor guarantee an award. The document may be obtained from the City's website or mailed upon request, though timely delivery is not guaranteed. The project consists of the construction of a new Athletic Center (approximately 126,000 sf) to be constructed at the Z-PLEX (4220 E. Melissa Road). The scope of services for the Project is intended to provide a complete and useable facility for the City which can be put into operation immediately after acceptance by the City. A draft floor layouts and a general site plan are attached hereto as Exhibit A. Prior to submitting a Statement of Qualifications, respondents shall examine the site to satisfy themselves as to the conditions which will be encountered relating to the character, quality and quantity of the work to be performed and materials and equipment required. The filing of a response by a respondent shall be considered evidence that it has complied with these requirements. Questions relating to this RFQ should be directed to the Architect and copied to the City Manager at the City of Melissa. The last day for questions/clarifications from prospective respondents is Tuesday, February 24, 2026 at Noon local time. Answers will be emailed as an addendum to any known RFQ holders. The addendum must be signed and included in the RFQ response to be considered a responsive RFQ.
